Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանի գլխավորությամբ մարտի 25-ին տեղի ունեցած Անվտանգության խորհրդի նիստում որոշում է կայացվել պաշտոնական գրությամբ դիմել Ռուսաստանի Դաշնության նախագահ, ՌԴ Անվտանգության խորհրդի նախագահ Վլադիմիր Պուտինին` ելնելով Արցախի Հանրապետությունում ստեղծված ռազմաքաղաքական իրավիճակից և 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության դրույթներից: Այս մասին հայտնում են Արցախի նախագահի աշխատակազմից։

Նամակում, նախ, անդրադարձ է կատարվել, որ Արցախում ռուսական խաղաղապահների տեղակայման օրվանից սկսած, ընդհանուր առմամբ, զորակազմը գործել է բարձր արդյունավետությամբ և կատարել իր առջև դրված խնդիրները։ Ադրբեջանական ռազմաքաղաքական իշխանության կողմից հարուցված բազմաթիվ խնդիրներ լուծվել են զորակազմի անմիջական, արագ և գործուն մասնակցությամբ, ինչի շնորհիվ Արցախում ձեռնամուխ են եղել պատերազմի պատճառած հետևանքների հաղթահարմանը։ Սակայն 2022 թվականի մարտի 8-ից սկսած ադրբեջանական կողմը մեծ ինտենսիվությամբ իրականացնում է հումանիտար, հոգեբանական, ապա նաև ռազմական ագրեսիա:

Մանրամասնորեն շարադրելով մարտի սկզբից մեկնարկած ադրբեջանական ագրեսիվ գործողությունները Արցախի բնակչության հանդեպ, ներառյալ՝ Փառուխի ու հարակից տարածքների հանդեպ ռազմական ագրեսիան՝ նամակի վերջում ներկայացվում են մի շարք առաջարկներ.

«Արցախի Հանրապետության Անվտանգության խորհուրդը որոշում է կայացրել դիմել Ձեզ՝ խնդրելով ձեռնարկել միջոցներ՝ Ադրբեջանի ղեկավարության կողմից պահպանելու 2020 թվականի նոյեմբերի 9-ին ընդունած Հայտարարության դրույթները։ Արցախի ժողովրդին անհրաժեշտ են անվտանգության պայմաններ, որպեսզի բնակվենք մեր պատմական հողում ու զբաղվենք պատերազմի վերքերի բուժմամբ։ Բայց, ինչպես ներկայացվեց, Ադրբեջանի նախահարձակ գործողությունները հնարավոր չեն դարձնում զբաղվել խաղաղ առօրյայով, ուստի գտնում ենք, որ անհրաժեշտ են անվտանգության ապահովման լրացուցիչ միջոցառումներ։

Ըստ այդմ, գտնում ենք, որ Հայտարարության դրույթներով նախատեսված խաղաղապահ զորակազմի անձնակազմի և այն սպասարկող տեխնիկական միջոցների գործող քանակն անբավարար է Արցախում խաղաղապահ առաքելության լիարժեք կատարման համար՝ հաշվի առնելով Ադրբեջանի ռազմական նկրտումների աճողական և ընդլայնվող բնույթը։ Խնդրում ենք Ձեզ՝ ի լրումն ադրբեջանական ընթացիկ ագրեսիայի զսպման ու ադրբեջանական զինված ուժերի հետքաշման իրենց ելման դիրքեր՝ վերանայել ՌԴ խաղաղապահ զորակազմի ներկա թվաքանակն ու սպասարկող միջոցների քանակը և համապատասխանաբար ավելացնել ինչպես զինծառայողների, այնպես էլ զինտեխնիկայի միջոցները։

Ավելացնենք, որ խաղաղապահ զորակազմի հետ Արցախի իշխանությունները ձևավորել են կառուցողական աշխատանքային փոխհարաբերություններ¬, և պատրաստ ենք զորակազմի անձնակազմին ապահովել կեցության համար անհրաժեշտ պայմաններով։ Այդ նպատակով իրականացվելիք շինարարական աշխատանքներն արդեն իսկ ձեռնարկված են։
