Արցախի ԱԱԾ-ում կստեղծվի մարտական ստորաբաժանում
SOCIETYԱրցախում Ազգային անվտանգության ծառայության կազմում կստեղծվի մարտական ստորաբաժանում, ինչը կնպաստի շփման գծի պահպանության գործում մարտական հերթապահությունների ընթացքում ծագող իրավահարաբերությունների կարգավորմանը: «Ազգային անվտանգության մարմինների մասին» օրենքում լրացումներ կատարելու մասին» օրենքի նախագիծը ներկայացրեց Արցախի Հանրապետության ազգային անվտանգության ծառայության ներկայացուցիչ Նվեր Գասպարյանը:
««Ազգային անվտանգության մարմինների մասին» օրենքի 3-րդ հոդվածը սահմանում է, որ Արցախի Հանրապետության ազգային անվտանգության մարմինների համակարգը կազմված է լիազորված մարմնից, նրան ենթակա՝ կենտրոնական և քաղաքային /շրջանային/ կառուցվածքային ստորաբաժանումներից: Օրենքի 4-րդ հոդվածը սահմանում է, որ լիազորված մարմնի համակարգում սահմանված կարգով գործում են հետախուզական, հակահետախուզական, ռազմական հակահետախուզական մարմիններ:
Ուստի, Արցախի Հանրապետության պետական սահմանի /շփման գծի/ պահպանության գործում ազգային անվտանգության ծառայողների կողմից մարտական հերթապահություն իրականացնելու գործընթացը իրավական առումով ամրապնդելու և հետագա իրավահարաբերությունները կարգավորելու նպատակով անհրաժեշտ է «Ազգային անվտանգության մարմինների մասին» օրենքում կատարել առաջարկվող փոփոխությունները»,- նշեց Գասպարյանը:
Օրենքի նախագծով առաջարկվել է օրենքի 4-րդ հոդվածի երկրորդ մասում «մարմիններ» բառից հետո լրացնել «և մարտական ստորաբաժանումներ» բառերը։ Օրենքի 14-րդ հոդվածում «զորքերը» բառից հետո լրացնել «և լիազոր մարմնի համակարգում գործող մարտական ստորաբաժանումները» բառերը:
