Արցախի պետական կառավարման համակարգը կառուցվածքային և բովանդակային առումով լուրջ փոփոխությունների կարիք ունի։
 
Ընդհանրապես հետպատերազմական ժամանակահատվածի մտածելակերպն ու մոտեցումները չեն համապատասխանում այն սպառնալիքներին, որոնք ոչ միայն մեր գլխավերևում են, այլ գնալով աճի նոր միտումներ են դրսևորում։
 
Առհասարակ Արցախի հիմնական քաղաքական ուժերը, հասարակական խմբերը, ակտիվ դերակատարները ներսում ռեստարտ տալու խնդիր ունեն։
 
Անկախ ՀՀ օրվա իշխանությունների վարած քաղաքականությունից, Արցախի ներսում լուրջ փոփոխություններ անելու և իրավիճակ փոխելու ռեսուրս կա։
 
Այս դեպքում խոսքը ոչ թե առաջնային կադրային տեղաշարժերի մասին է, որի կարիքը ևս կա, այլ հանրային կյանքում, հրատապ խնդիրներում, պետական բյուջեով նախատեսված ծրագրերում լուրջ վերանայումների մասին։
Կրկնում եմ՝ Արցախի դերակատարները ներսում պետք է հստակ սահմանեն, թե ո՞ւր ենք շարժվում, ո՞ր ճանապարհով և ի՞նչ միջոցներով/ռեսուրսներով։
 
Նույն ձևով Արցախից պետք է ձևակերպվի, թե ի՞նչ ակնկալիքներ ունեն ՀՀ օրվա իշխանությունից, Հայաստանում և սփյուռքում ապրող մեր հայրենակիցներից։
 
Ես ևս հակված եմ այն մտքին, որ Արցախում մեծ փոփոխություններ կարող են լինել, եթե ՀՀ-ում տեղի ունենա իշխանության փոփոխություն, սակայն որպես Արցախը որոշակի խորությամբ պատկերացնող մարդ, չեմ կարող չտեսնել, որ Արցախում կա լուրջ ռեսուրս, որի համախմբումն ու ճիշտ ուղղորդումն Արցախի անվտանգային միջավայրի բարելավման և բնականոն կյանքի ապահովման համար պոկում կապահովի։
