ԱՄՆ պետդեպարտամենտի կողմից Միացյալ Նահանգների պետքարտուղարությունը հրապարակել է իր ամենամյա զեկույցը մարդու իրավունքների իրավիճակի մասին։ Հայաստանին վերաբերող հատվածը, իրական ապտակ է Նիկոլ Փաշինյանին։

Հայաստանի վարչապետը շաբաթներ առաջ կառավարության նիստում հայտարարում էր, թե ժողովրդավարությունը Հայաստանի բրենդն է և այդ բրենդով են ներկայանալու աշխարհին։ Միջազգային իրավապաշտպան բազմաթիվ կառույցներ քննադատել են Փաշինյանի իշխանությանը՝ հակաժողովրդավարական վարքի համար։ Սակայն ԱՄՆ պետքարտուղարության երեկ հրապարակված զեկույցը ամենադաժանն էր և ամենախիստը։

Մարտի 1-ի չբացահայտված գործից մինչև խորհրդարանական ծեծկռտուքներ, Փաշինյանի պողպատյա մանդատի մասին հայտարարությունից մինչև Ալեն Սիմոնյանի կողմից լրագրողների աշխատանքը սահմանափակելու հրահանգներ։ Ծավալուն փաստաթուղթը ոչինչ բաց չի թողնում: Զեկույցի հեղինակները մեկ տարվա ընթացքում լրագրողների նկատմամբ բռնության 18 դեպք են արձանագրել, որից 6-ը պետական պաշտոնյաների կողմից։ Պետդեպարտամենտը հատկապես անդրադարձել է Փաշինյանի աղմկահարույց հայտարարությանը՝ «պողպատե մանդատ» կիրառելու մտադրության մասին և նշում են, որ վարչապետի այս հայտարարությունը իր քաղաքական հակառակորդների դեմ են ուղղված։

Պետդեպարտամենտը արձանագրում է ընդդիմադիրների նկատմամբ քրեական հետապնդումները, Սյունիքի մարզում՝ ընդդիմադիր 4 նախկին կամ ներկայիս քաղաքապետերի, Վանաձորի նախկին քաղաքապետի ձերբակալությունները։ Ճնշումներ են եղել բազմաթիվ բնակավայրերում՝ այդ թվում Գորիսում, Ջերմուկում, Մեղրիում, Տաթևում, Թալինում, Տեղում, Վանաձորում, Վարդենիսում տեղի ունեցած ՏԻՄ ընտրություններից առաջ և հետո ընդդիմության թեկնածուների նկատմամբ,- ասվում է փաստաթղթում։
