Սիրելի՛ հայրենակիցներ,
Հայրենական մեծ պատերազմի և Արցախյան ազատամարտի թանկագի՛ն վետերաններ,
Պաշտպանության բանակի հարգարժա՛ն գեներալներ, սպաներ, զինվորներ,
Մայիսի 9-ը հայ ժողովրդի պատմության մեջ է մտել որպես նրա ազատատենչ ու աննկուն ոգու, խիզախումի ու սխրագործության, Հայրենիքի հանդեպ անսահման սիրո, նվիրվածության ու անձնազոհության խորհրդանիշ։
Հայրենական մեծ պատերազմի տարիներին մեր պապերը Խորհրդային Միության մյուս ժողովուրդների հետ միասին անձնվիրաբար պայքարեցին մարդկության դեմ ուղղված մեծագույն չարիքի՝ ֆաշիզմի դեմ։ Մենք հպարտ ենք, որ Հաղթանակի կերտման գործում իր նշանակալի ավանդն է ունեցել նաև Արցախը, որի բնակչության յուրաքանչյուր երրորդը մեկնել է ռազմաճակատ՝ տալով ԽՍՀՄ բազմաթիվ հերոսներ, մարշալներ, ծովակալներ, հրամանատարներ։
Նրանց հերոսական ավանդույթները շարունակել են հետագա սերունդները՝ 30 տարի առաջ կամավորական խմբերից կազմավորելով կանոնավոր բանակ, հաջողությանբ իրականացնելով Շուշիի ռազմագործողությունը և ազատագրելով հայոց հինավուրց բերդաքաղաքը։
Սակայն այսօր Շուշին կրկին գերության մեջ է, ինչպես մեր հարյուրավոր սրբավայրերն ու բնակավայրերը, որոնք ոչնչացվում են և ենթարկվում վանդալիզմի Ադրբեջանի կողմից։ Նրանց նպատակն է իսպառ վերացնել հայկական հետքն ու հայությանը՝ ոտնահարելով միջազգային իրավունքի բոլոր նորմերն ու սկզբունքները։
Այսօր Արցախի անվտանգությունը մեր Պաշտպանության բանակի հետ միասին ապահովում է ՌԴ խաղաղապահ զորակազմը։ Մենք խորապես երախտապարտ ենք մեր բարեկամներին՝ արցախցիների կողքին լինելու և ըստ ամենայնի աջակցելու համար։
Արցախի Հանրապետության իշխանությունների և անձամբ իմ անունից ի սրտե շնորհավորում եմ բոլորին այս թանկ ու նվիրական տոների կապակցությամբ և իմ խոնարհումը բերում Հայրենիքի պաշտպանության գործին իրենց կյանքը նվիրաբերած մեր բոլոր նահատակների հիշատակին, նրանց ընտանիքներին ու հարազատներին: Հանուն մեր հերոս պապերի, հայրերի ու որդիների սուրբ հիշատակի և հանուն գալիք սերունդների՝ Արցախը պետք է լինի միշտ հայկական ու անառիկ։
