Լրագրող Ոսկան Սարգսյանը ֆեյսբուքյան էջում գրում է, որ Ոսկեպար գյուղի վարչական տարածքում, Ոսկեպար-Բաղանիս ճանապարհի եզրին ռուս զինվորականները պահեստային հողերից 2 հեկտար տարածք են վարձակալում, որպեսզի այնտեղ զինվորական կայազոր տեղակայեն։
Ոսկեպարի բնակիչները լրագրողին տեղեկացրել են, որ ռուս զինվորականները այդ տեղանքում աշխատանքներ են արել, հողի գրունտի փորձանմուշ վերցրել։ Տեղեկություններ կան նաև, որ ռուս զինվորականները Տավուշի մարզպետարանի հետ 2 հեկտար հողի վարձակալության պայմանագիր են կնքելու, ներկայումս այդ փաստաթուղթը մշակման փուլում է։
Ըստ լրագրողի՝ ռուսական զինուժի կայազորի համար շենքի կառուցումը կարող է ունենալ մի պատճառ՝ սահմանագծում և սահմանազատում անել, նախկինում ադրբեջանաբնակ գյուղերի տարածքները Ադրբեջանին հանձնել, Հայաստան-Վրաստան միջպետական ավտոճանապարհի Ոսկեպար-Բաղանիս հատվածի սահմանագոտում ռուսական զինուժի կողմից ծառայություն իրականացնել։
