Վարչապետ Նիկոլ Փաշինյանը շնորհավորական ուղերձ է հղել Ուրուգվայի Արևելյան Հանրապետության նախագահ Լուիս Լակաժե Պոուին՝ երկու երկրների միջև դիվանագիտական հարաբերությունների հաստատման 30-ամյակի առթիվ: Ուղերձում ասված է.

Այսօր լրանում է Հայաստանի Հանրապետության և Ուրուգվայի Արևելյան Հանրապետության միջև դիվանագիտական հարաբերությունների հաստատման 30-րդ տարեդարձը:
Մեր ժողովուրդների միջև բարեկամական հարաբերությունները, անշուշտ, շատ ավելի երկար պատմություն ունեն, իսկ այս 30 տարվա ընթացքում դրանք տեղափոխվել են նաև միջպետական հարթություն և շարունակել զարգանալ փոխըմբռնման, ընդհանուր արժեքների և փոխադարձ վստահության մթնոլորտում:
Մենք երբեք չենք մոռանա, որ Ուրուգվայը 1965 թվականին Հայոց ցեղասպանությունը պաշտոնապես ճանաչած առաջին երկիրն է, որով վերահաստատել է մարդու հիմնարար իրավունքների և համամարդկային արժեքների՝ իր ջատագովի համբավը: Ներկայում մեր երկրների կապերը սերտացնող կարևոր գործոն է ցեղասպանությունից հետո Ուրուգվայում ձևավորված հայ համայնքը։
30-ամյա հոբելյանին ընդառաջ կարևորում եմ Երևանում և Մոնտեվիդեոյում դեսպանությունների բացման երկուստեք որոշումը, ինչը վկայում է բարձր մակարդակի քաղաքական երկխոսության և ապագային միտված տեսլականի մասին:
Շնորհավորում եմ բոլորիս Հայաստանի և Ուրուգվայի միջև դիվանագիտական հարաբերությունների հաստատման 30-ամյա հոբելյանի առթիվ։ Վերահաստատում եմ իմ պատրաստակամությունը՝ ամրապնդելու բարեկամ Ուրուգվայի հետ փոխգործակցությունը երկկողմ և բազմակողմ հետաքրքրություն ներկայացնող բոլոր ոլորտներում:
