«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանը ազատազրկման վայրից հոդվածների շարք է սկսել, ներկայացնում է իր տեսլականը Հայաստանի համար ճակատագրական կարևորություն ունեցող հարցերում՝ իսկապես հեղափոխական մոտեցումներ և դեղատոմսեր առաջարկելով։ Չալաբյանը ցավով արձանագրում է, որ անցած դարում տարածաշրջանի գիտական, արդյունաբերական և մշակութային առաջատար դարձած Հայաստանը տպավորիչ ցատկից հետո անկախության երեք տասնամյակներում վատնեց իր առավելությունը և դարձավ Հարավային Կովկասում առավել թույլ օղակը։ Իսկ հանրությունը երկփեղկված է, բևեռացումը՝ սարսափելի: Պատճառը, ըստ Չալաբյանի, մեր երկրում անկախությունից ի վեր թագավորած վայրի կապիտալիզմն է։

«Ինչ-որ իմաստով Նիկոլ Փաշինյանի սրընթաց վերելքը դեպի իշխանություն մեր հասարակության ունեզուրկ խավերի (որոնք այսօր առնվազն ընդհանուրի 60-70% են կազմում) ուշացած ռեակցիան էր վայրի կապիտալիզմի դեմ, և նրան ներվող տարատեսակ մեղքերը՝ այդ վայրի կապիտալիզմին այլևս երբեք չվերադառնալու հասարակության կայուն ալերգիան»,- նշում է «ԱՐԱՐ» հիմնադրամի համահիմնադիրը, միաժամանակ արձանագրում, որ Փաշինյանի գլխավորությամբ անհնար է լինելու արդիականացումը։

Փաշինյանից հետո եկող ցանկացած նոր իշխանություն, հետևաբար, կանգնելու է Հայաստանի արդիականացման կրիտիկական հրամայականի առջև, իսկ այդ արդիականացումը անհնար է առանց մեր երկրի քաղաքական-տնտեսական մոդելի փոփոխության, և պետության լծակների միջով հանրային բարիքի զգալի վերաբաշխման։

Կարևորագույն խնդիրներից մեկը կրթությունն է, հարկավոր է նաև Հայաստանում բնակչության առկա տարածքային բաշխումը փոխելը։

«Որքան էլ դժվար, հնարավոր ելքը Հայաստանում բնակչության համակենտրոնացումն է ավելի փոքր թվով, բայց խոշոր, բարեկարգ և բարեկեցիկ բնակավայրերում, որտեղ առկա է ժամանակակից կյանքի համար անհրաժեշտ սոցիալական ենթակառուցվածքը, տեղում կան որակյալ կրթական հնարավորություններ, իսկ աշխատուժի համակենտրոնացումը և ենթակառուցվածքի առկայությունը դրանք գրավիչ են դարձնում ներդրումների համար», նշում է Չալաբյանը։

Արդիականացման շարժիչ ուժը, ըստ հասարակական-քաղաքական գործչի, առանցքային հարցն է, Խորհրդային Միության փլուզումից հետո ստեղծված պայմաններում առաջիկա տասնամյակներում կայսերական հովանի չի լինելու, իսկ Հայաստանից գերբարդ լարախաղացություն է պահանջվելու՝ բոլոր բևեռների հետ համագործակցելու, լավագույնը ստանալու համար։ Այս ամենն անհրաժեշտ է, եթե ցանկանում ենք վերականգնել Հայաստանը։

Ըստ էության, թե՛ Հայահավաքի, թե՛ Արդիականացման վերաբերյալ իր մոտեցումներում Ավետիք Չալաբյանը բոլորից տարբերվող, բայց և արդյունավետ մեթոդ է առաջարկում, ինչը թույլ կտա ուշքի բերել թմրության մեջ գտնվող Հայաստանը։ Եվ միայն ուսյալ, հայրենիքի շահը գիտակցող իշխանությունն է, որ կարող է իրականացնել այդ ծրագիրը։
