21-րդ դարը, մինչև հիմա և այսուհետ, լի է Երկիր մոլորակում տեղի ունեցող աշխարհաքաղաքական սրընթաց փոփոխություններով, այն է՝ արևի տակ տեղ ունենալու և ապրելու համար կենսական պատերազմների մղում, հին պետությունների ոչնչացում և նորերի ստեղծում, համաշխարհային տնտեսական ճգնաժամեր և այսպես շարունակ։ Եվ, բնականաբար, արևի տակ տեղ են ունենում այն ազգերը, որոնց ժողովուրդը միասնական է, հավատավոր, ազնիվ և պատվախնդիր ինչպես իրենց ներքին խնդիրները միասնաբար լուծելու ունակությամբ, այնպես էլ իրենց արտաքին հարաբերություններն իրենց ազգային և պետական շահի շուրջ իմաստուն ձևով կառուցելու հեռատեսությամբ:
 
Իսկ, այսօր ո՞րն է արևի տակ ապրող յուրաքանչյուր հայ քաղաքացու ի վերուստ տրված առաքելությունը. իհարկե՛, ինչպես հայոց ազգային բանակի անընդհատ հզորացման գործում իր ամենօրյա ներդրումն ունենալը, այնպես էլ իր, իր ընտանիքի, հայ ազգի և հայկական ողջ բարձրավանդակի արտաքին անվտանգության պաշտպանությունը՝ հատկապես հայ ազգի ոխերիմ թշնամիներից՝ հորինված Ադրբեջանից և Թուրքիայից:
 
Աշխարհաքաղաքական սրընթաց փոփոխությունների այս դաժան ժամանակաշրջանում, որտեղ, կրկնում եմ, գրեթե ամենուր պատերազմական գործողություններ են և ազգեր ու ժողովուրդներ են կործանվում, Հայաստանը չի կարող միաժամանակ ու հավասարապես եղբայրություն կամ դաշնակից բարեկամություն անել երկու գերտերությունների՝ Ռուսաստանի Դաշնության և Արևմուտքի հետ: Այսինքն՝ Հայաստանը պետք է բացառի իր արտաքին «և՛-և՛»-ի քաղաքականությունը, որովհետև «և՛-և՛»-ի քաղաքականությունն է, որ Հայաստանը կտանի կործանման: Հայաստանն իր արտաքին քաղաքականությունը պետք է կառուցի բացառապես Ռուսաստանի Դաշնության հետ միասին՝ միաժամանակ անսասան պահելով հարևան պետությունների՝ Իրանի Իսլամական և Վրաստանի Հանրապետությունների հետ բարեկամական հարաբերությունները:
 
Այո՛, «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցությունն, իր ստեղծման պահից, շատ լավ գիտակցում է և համոզված է, որ հայերիս ի վերուստ տրված հայկական բարձրավանդակում խաղաղություն և անվտանգություն ապահովելը բացառապես կախված է ինչպես անընդհատ հզորացող հայոց ազգային բանակից, այնպես էլ Հայաստանի և Ռուսաստանի՝ հատկապես Ռուսաստանի կողմից հիմնադրված ռազմաքաղաքական դաշինքի՝ Հավաքական Անվտանգության Պայմանագրի Կազմակերպության (ՀԱՊԿ) հետ ազնիվ, հավատարիմ ու բարեկամական հարաբերություններից:
 
Հայտարարում եմ. Հայաստան աշխարհի անվտանգության հիմնասյուները բացառապես երկուսն են՝ Հայոց Ազգային Բանակ և ՀԱՊԿ:
