Շուշիի հռչակագիրը կարևոր փաստաթուղթ է, որը ցույց է տալիս, որ Ադրբեջանի և Թուրքիայի հարաբերությունները գտնվում են ամենաբարձր մակարդակի վրա։ Այս մասին ասված է Ադրբեջանի նախագահ Իլհամ Ալիևի՝ «Ադրբեջանա-թուրքական ռազմավարական դաշնակցային հարաբերությունները՝ Կովկասի և տարածաշրջանի խաղաղության և կայունության աղբյուր» թեմայով համաժողովի մասնակիցներին ուղղված ուղերձում, որը տեղի է ունենում այսօր՝ հունիսի 15-ին:
Ալիևն ուշադրություն է հրավիրել այն փաստի վրա, որ Շուշիի հռչակագիրն Ադրբեջանի և Թուրքիայի ղեկավարների կողմից ստորագրվել է Կարսի պայմանագրի ստորագրումից 100 տարի անց, գրում է Anadolu-ն։
Ալիևը հպարտություն է հայտնել այն առնչությամբ, որ Ադրբեջանն ու Թուրքիան բարոյական և քաղաքական չափանիշներով այսօր աշխարհում ամենամոտ երկրներն են։
Համագործակցության մասին Շուշիի հռչակագիրն Ադրբեջանի և Թուրքիայի նախագահների կողմից 2021 թվականի հունիսի 15-ին ստորագրված համագործակցության մասին պայմանագիր է:
Փաստաթղթի ստորագրումից հետո Իլհամ Ալիևն ասել է, որ այն բարձրագույն մակարդակի է հասցնում Ադդրբեջանի և Թուրքիայի համագործակցությունը։ Հռչակագիրը ենթադրում է փոխադարձ ռազմական օգնություն և սերտ համագործակցություն ռազմարդյունաբերության ոլորտում։ «Մեր ստորագրած դաշնակցային համաձայնագիրը ցույց է տալիս մեր հետագա համագործակցության ուղիները, հռչակագրում կարևորվում է փոխգործությունը միջազգային մակարդակում, էներգետիկ անվտանգության, Հարավային գազային միջանցքի, տնտեսության, առևտրի, մշակույթի, սպորտի բնագավառներում, բայց ես ուզում եմ առանձնացնել երկուսը՝ համագործակցությունը ռազմարդյունաբերության ոլորտում և փոխադարձ ռազմական օգնությունը»,- ասել է Ալիևը։ Նա «պատմական մեծ նվաճում է» անվանել դեկլարացիան։ Ալիևը խոսել է նաև այսպես կոչված «Զանգեզուրի միջանցքի» մասին, ասելով, թե «դա հնարավոր է դարձել ղարաբաղյան պատերազմից հետո ստեղծված աշխարհաքաղաքական նոր իրավիճակի արդյունքում»։
