ՀՀ ազգային անվտանգության ծառայության քննչական դեպարտամենտում քննվող քրեական գործի նախաքննության ընթացքում իրականացված քննչական և դատավարական գործողությունների արդյունքում ձերբակալվել է ՀՀ զինված ուժերի հրթիռային զորքերի և հրետանու նախկին պետ-վարչության պետ, գեներալ-մայոր Արմեն Հարությունյանը:

Այս մասին հայտնում են Ազգային անվտանգության ծառայությունից:

Կատարված լայնածավալ քննչական և դատավարական գործողությունների արդյունքում պարզվել է, որ ՀՀ պաշտպանության նախարարության և ՀՀ-ում գործող ընկերության միջև կնքված պայմանագրի շրջանակներում մատակարարված ապրանքի ընդունող հանձնաժողովի նախագահ Արմեն Հարությունյանը օժանդակելով մատակարար ընկերության տնօրենին և սեփականատիրոջը ձեռնամուխ են եղել կնքված պայմանագրի առարկային չհամապատասխանող գույքն ընդունելու գործընթացին և դրա դիմաց ՀՀ պաշտպանության նախարարությունից առանձնապես խոշոր չափերի գումար հափշտակելու ուղղակի դիտավորության իրագործմանը և այդ նպատակով պայմանագրով նախատեսված հրանոթի համապատասխան տրամաչափի կրակոցների փոխարեն, խաբեության եղանակով՝ թաքցնելով մատակարարված գույքի տակտիկատեխնիկական բնութագրին չհամապատասխանելու փաստը, ՊՆ-ին են մատակարարել ընդհանուր՝ 523.089.000 ՀՀ դրամին համարժեք, 1.083.000 ԱՄՆ դոլար արժեքով չեխական արտադրության մեկ այլ տեսակի հրանոթի կրակոցներ, որոնք իրենց մարտավարական և տեխնիկական հատկանիշներով էապես զիջել են այն հրանոթի կրակոցներին, որոնց համար դրանք մատակարարվել են մասնավորապես՝ չեն ապահովել թիրախի խոցման հեռավորությունը, կրակոցների արդյունքում արձանագրվել են պահանջվող նորմերից բավական մեծ չափի թերաթռիչքներ, ձգաբանական բնութագրով չեն համապատասխանել ՊՆ-ի տրամադրության տակ առկա հրանոթների կրակոցի ձգաբանական բնութագրին և ՀՀ զինված ուժերում գործող հրաձգության աղյուսակի պարամետրերին, հետևաբար անհնար է եղել մատակարարված հրանոթները կիրառելու դեպքում արձակել թիրախային կրակոցներ և լուծել մարտական խնդիրներ, որի արդյունքում կնքված պայմանագրի հիման վրա ընկերության հաշվին է փոխանցվել առանձնապես խոշոր չափերի՝ 523.089.000 ՀՀ դրամին համարժեք, 1.083.000 ԱՄՆ դոլար, ինչը պետության համար առաջացրել է նյութական ծանր հետևանքներ:

Միևնույն ժամանակ պարզվել է, որ ձեռք բերված տվյալ խմբաքանակի կրակոցները կիրառվել են նաև 44-օրյա պատերազմի ընթացքում, որոնց կիրառման արդյունքում, իրենց մարտավարական և տեխնիկական հատկանիշներով իրական կրակոցներին զիջելու հետևանքով՝ հնարավոր չի եղել լուծել մարտական խնդիրները:
Նույն գործի շրջանակներում մեղադրանք է առաջադրվել նաև մատակարար ընկերության տնօրենին և սեփականատիրոջը:

Նախաքննությունը շարունակվում է, ձեռնարկվում են համապատասխան քննչական և այլ դատավարական գործողություններ կոռուպցիոն սխեմային ներգրավված անձանց ամբողջական շրջանակը պարզելու և նրանց նկատմամբ քրեական հետապնդումներ հարուցելու ուղղությամբ:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
