«Փաստ» օրաթերթը գրում է
Այս տարվա մարտի 31-ին ՌԴ նախագահ Վլադիմիր Պուտինը տեղեկացրեց, որ հրամանագիր է ստորագրել ռուսական գազի դիմաց վճարումների նոր կարգի, այն է՝ ռուսական ռուբլով վճարումներ իրականացնելու մասին: Այդ կարգը ուժի մեջ էր մտնում ապրիլի 1-ից: Մոտ երկու շաբաթ անց Հայաստանի պաշտոնակատար անձինք հայտարարեցին, որ Հայաստանը գազի դիմաց սկսել է ռուբլիով վճարել: Մասնագետները նշում են, որ դա ձեռնտու է ոչ միայն Ռուսաստանին, այլև Հայաստանին, քանի որ ռուսական գազը ռուբլիով գնելը Հայաստանին հնարավորություն կտա խուսափել դոլարի տատանումներին առնչվող ռիսկերից։
Ուշագրավ է, սակայն, որ ռուսական գազի դիմաց ռուսական ռուբլով վճարելու առաջարկ Հայաստանի կողմից արվել է դեռ 7 տարի առաջ՝ 2015 թվականին: Այն ժամանակ վարչապետ Հովիկ Աբրահամյանը կանխատեսել էր, որ էներգակիրների հսկայական պաշար ունեցող Ռուսաստանը, սեփական արժույթի փոխարեն ուժեղացնելով դոլարը, ԵԱՏՄ երկրների, նույնն է` ՌԴ դաշնակից երկրների տնտեսությունը անընդհատ հարվածի և արտարժույթային ցնցումների տակ է պահում։ Ուստի, Աբրահամյանը անտրամաբանական էր համարել դոլարով գազի դիմաց վճարումներ անելը։ ԵԱՏՄ գործընկերների կողմից, սակայն, գործուն քայլեր չարվեցին:
Ավելին, չնայած Աբրահամյանի նման առաջարկը բխում էր ոչ միայն Ռուսաստանի, այլև Հայաստանի շահերից, բուռն քննադատության արժանացավ ներհայաստանյան որոշ շրջանակների, այդ թվում՝ արևմտյան ֆինանսավորում ունեցող հայտնի ՀԿ-ների ու գործիչների, ինչպես նաև օրվա ընդդիմության կողմից, որի կարկառուն ներկայացուցիչներն այսօրվա իշխանություններն են, որոնք հպարտությամբ են հիմա խոսում գազի դիմաց ռուբլով վճարելու մասին:
