Արցախի օկուպացված շրջաններ կատարած այցի ժամանակ Ադրբեջանի նախագահը հայտարարել է, որ միջազգային հարաբերություններում կարևոր դերը պատկանում է ուժի գործոնին, ավելացնելով, որ Ադրբեջանն իր զինված ուժերը բարեփոխելու, նոր սպառազինություն և զինտեխնիկա գնելու ուղղությամբ մեծ աշխատանք է տանում։
Այս պահին դեռ դժվար է գնահատել, թե ինչ ձեռքբերումների և մատակարարումների մասին է խոսքը, որովհետև տարբեր երկրների հետ պայմանավորվածությունների, բանակցությունների վերաբերյալ անընդհատ տեղեկատվություն տարածվում է, սակայն դրանց հիմնական մասի Ադրբեջանին փոխանցումը, հավանաբար, կիրականացվի 2023 թվականից հետո։
Միայն հստակ է, որ Ադրբեջանը շեշտը դնում է տարբեր նշանակության անօդաչու թռչող սարքերի մատակարարման և տեղում համատեղ արտադրման, հատուկ նշանակության զորքերի պատրաստության և նրանց թվի կտրուկ մեծացման, ինչպես նաև՝ Թուրքիայի զինված ուժերի հետ ներդաշնակեցման ու անմիջական կոորդինացման վրա։
Ակնհայտ երևում է, որ մեր տարածաշրջանում և հատկապես Հայաստանի հետ հարաբերություններում Ադրբեջանի համար որպես իր շահերի առաջ քաշման և բավարարման առանցքային գործոն շարունակելու է մնալ ուժի սպառնալիքը, որը որպես կանոն բանեցվում է շանտաժի ձևով։
Ադրբեջանը շարունակում է խորացնել առանց այդ էլ տարածաշրջանում խախտված ռազմական հավասարակշռությունը, ինչը ենթադրում է նրա քաղաքական, ռեգիոնալ հավակնությունների կտրուկ աճ։
Հետևանքների մասին նույնիսկ անիմաստ է խոսել, որովհետև տարածաշրջանում և՛ խոցելիության, և՛ դիրքային առումով ամենաբարդը ՀՀ-ի վիճակն է։
Իսկ ՀՀ գործող իշխանության հանգամանքը տարածաշրջանում ուժերի հավասարակշռության վերականգնման, անվտանգության համակարգի վերակառուցման, Ադրբեջանին զսպման հնարավորություն չի ապահովում։
