ԱՎԵՏԻՔ ՉԱԼԱԲՅԱՆԻ «ՀԱՅԱՍՏԱՆԻ ՆՈՐ ԱԶԳԱՅԻՆ ՊԱԿՏԸ» հոդվածից ուզում եմ առանձնացնել երկու դրույթ, որ ինձ առանձնապես արժեքավոր են թվում։
ԱՌԱՋԻՆԸ վերաբերում է դիկտատորական լիազորություններին, որոնք գործող Սահմանադրությունը տալիս է մեկ անձի (անկախ նրա կառավարչական որակներից):
 
«Այդ անձը, ընտրված լինելով բնակչության համեմատաբար աղքատ եւ պակաս կրթված մեծամասնության կողմից եւ չունենալով իրական քաղաքական հակակշիռներ, մշտապես շահագրգռված է լինելու վերարտադրելու սեփական տեսակը հնարավոր բոլոր միջոցներով, արդյունքում հասարակության պակաս կրթված մասը գերիշխելու է կրթված եւ առաջադեմ մասին, արգելափակելով երկրի զարգացումը եւ պարբերաբար երկիրը վերադարձնելով նույն ճգնաժամին, որը մենք ունենք հիմա»։
 
Մեջբերված դրույթը կարևոր է նրանով, որ հնարավորություն է տալիս դուրս գալ «էլիտա - ժեխ» անպտուղ հակադրության արգելափակոցից և առաջարկում է խնդիրը լուծելու պետա-իրավական մեխանիզմ։
 
ԵՐԿՐՈՐԴԸ՝ «Հայաստանի նոր ազգային պակտը» ՀՀ Անկախության հռչակագրի վերանայման և վերախմբագրման հիման վրա կառուցելու առաջարկն է։
Որքան հասկանում եմ «նոր ազգային պակտի» ստեղծման դրույթը մոտ է «հասարակական նոր պայմանագրի» ձևավորման գաղափարին, որը հետհեղափոխական տարիներին պաշտպանում է «Հումանիտար հետազոտությունների հայկական կենտրոնի» հետ համագործակցող փորձագետների խումբը։ Այդ «պայմանագիրը» կամ «պակտը» Հռչակագրի հետ կապելն ունի երկու առավելություն։ Այն մի կոմից նախատեսում է հանրային համաձայնության փաստաթղթային, իրավական ամրագրում, մյուսից՝ տալիս է նրան ՀԱՆՁՆԱՌՈՒԹՅԱՆ ձև, որն ինքնին կայուն ազգային ինքնության անքակտելի բաղկացուցիչն է։
 
Երկու առաջարկներն էլ գրավիչ են նրանով, որ ՏԵԽՆԻԿԱՊԵՍ ԻՐԱԳՈՐԾԵԼԻ ԵՆ։
