Արմեն Դարբինյանն իր ֆեյսբուքյան էջում գրել է.
Կատեգորիկ դեմ եմ եղել 2015 թվականի խմբագրմամբ ՀՀ Սահմանադրության ընդունմանը` կառավարման նախագահական համակարգից իբրև թե «խորհրդարանականի» անցնելու պատճառով։ Մեր հետագա խայտառակ ձախողումները մեծապես պայմանավորված էին հենց այս արկածախնդիր, անհաշվենկատ, իր բնույթով «քյանդրբազային» քայլով, և դրա ամբողջական պատասխանատվությունը, իհարկե, Սերժ Սարգսյանինն է։
Նորահայտ «սահմանադրագետները» սակայն (որոնց զգալի հատվածին իրեն հարգող անգամ սրճարանի դռնից ներս չէին թողնի` ֆեյսկոնտրոլը չանցնելու պատրվակով) կարծես պաշտպանելու են պետականաքանդ այս մոտեցումը։ Եվ ուրեմն` մենք երաշխավորված չենք հետագա արհավիրքներից։
2015 թվականի Սահմանադրության մեջ կա այնուամենայնիվ մի հոդված, որի նկատմամբ անհրաժեշտ եմ համարում սևեռել հանրության ուշադրությունը. դա 38֊րդ հոդվածն է, որում երաշխավորված է համալսարանների ինքնավարությունը, ակադեմիական և հետազոտական ազատությունները։ Այս հոդվածը որոշ չափով մեղմում է իմ բացասական վերաբերմունքը գործող Սահմանադրության տեքստի և իմաստի նկատմամբ։
Մենք ազգովի պիտի հասկանանք ու ընկալենք, որ ազատ, ինքնակառավարվող, ինքնատիպ, իրական գիտական և հանրային լիդերների կողմից ղեկավարվող համալսարանները Պետության և Քաղաքացիական հասարակության հիմնաքարերից են։ Եվ դրանք խարխլելը (ինչին լծված են եղել ՀՀ բոլոր իշխանությունները, ներառյալ` այժմեանը) կործանարար պետաքանդություն է։
