Տարածաշրջանում կանխատեսվում են բարդություններ. ՀԱՊԿ

Հավաքական անվտանգության պայմանագրի կազմակերպությունը (ՀԱՊԿ) կանխատեսում է տարածաշրջանում բարդություններ՝ Ուզբեկստանում ստեղծված իրավիճակի պատճառով։ Այդ մասին չորեքշաբթի հայտարարել է ՀԱՊԿ քարտուղարության ներկայացուցիչ Ալեքսանդր Կուզնեցովը «Ինֆոֆորում - Սոչի» Հարավային տեղեկատվական անվտանգության IX ֆորումում, գրում է ՏԱՍՍ-ը։
«Ուզբեկստանը ՀԱՊԿ-ի պատասխանատվության շրջաններից մեկի մաս էր կազմում... ընթանում է զարգացման կանխատեսում, ինչից հետևում է՝ այս ամենը չափազանց անկայուն է, սպասվում են բարդություններ: Գիտեք, որ Ռուսաստանի Դաշնության և Ուզբեկստանի միջև բանակցություններ են կայացել այնտեղ տեղի ունեցած իրադարձությունների շուրջ, Ռուսաստանի Դաշնությունը աջակցություն է հայտնել։ Այս ամենը, իհարկե, կդիտարկվի ՀԱՊԿ կանոնադրական մարմինների ոլորտում, և սրան նույնպես արձագանք կլինի... Հասկանալի է, որ Ուզբեկստանում տեղի ունեցած անկարգություններում ներգրավված են նաև այլ պետությունների ներկայացուցիչներ, որոնք նպաստում են այս իրավիճակի բացասական զարգացմանը»,- ասել է Կուզնեցովը:
Հիշեցնենք, որ ավելի վաղ Ուզբեկստանի նախագահ Շավքաթ Միրզիյոևը սահմանադրական փոփոխությունների շրջանակում առաջարկել էր չեղարկել Ղարակալպակստանի ինքնավարության կարգավիճակը, ինչից հետո մոտ երկու միլիոն բնակչություն ունեցող Ղարակալպակստանում զանգվածային բողոքի ակցիաներ և անկարգություններ էին սկսել: Արդյունքում երկրի նախագահը հայտարարել էր արտակարգ դրություն, որը տևելու է մինչև օգոստոսի 2-ը:
Ղարակալպակստանի Ինքնավար Հանրապետությունը գտնվում է Ուզբեկստանի հյուսիս-արևմուտքում և համարվում երկրի ամենամեծ շրջանը՝ զբաղեցնելով նրա տարածքի մոտ 40 տոկոսը։ 1990-ականներին ստորագրվել է համաձայնագիր, որով այն ինքնիշխան հանրապետության կարգավիճակով մուտք է գործել Ուզբեկստանի կազմ՝ հետագայում հանրաքվեի հիման վրա դուրս գալու իրավունքով:
Ուրբաթ մարդկանց խումբը փորձել էր գրավել ինքնավարության մայրաքաղաք Նուկուսում պետական մարմինները. նրանց դժգոհությունն առաջացրել էր նախագահ Միրզիյոևի սահմանադրական բարեփոխումների առաջարկը: Իրավապահները վճռականորեն ճնշել են անօրինական գործողությունները: Հաջորդ օրը Շավքաթ Միրզիյոևը հայտարարել էր, որ որոշել է չփոփոխել սահմանադրությունը Ղարակալպակստանի կարգավիճակի վերաբերյալ։
