ԳՇ պետը կդառնա պաշտպանության նախարարի առաջին տեղակալ. խորհրդարանն ընդունեց նախագիծը

Հայաստանի Հանրապետության զինված ուժերի գլխավոր շտաբի պետն ի պաշտոնե կլինի պաշտպանության նախարարի առաջին տեղակալը:  «Արմենպրես»-ի հաղորդմամբ՝ ԱԺ-ն երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց «Պաշտպանության մասին» Հայաuտանի Հանրապետության օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին և կից ներկայացված օրենքների նախագծերի փաթեթն, այն քվեարկությամբ ստացավ 58 ձայն:


Փաթեթով նորովի են շարադրվում պաշտպանության ոլորտում Կառավարության լիազորությունները, դրանցում առանձին սահմանվում են զորահավաքային  պատրաստության և զորահավաքի ոլորտում իրավասությունները, Անվտանգության խորհրդի կողմից ընդունվող մի շարք պլաններ և ծրագրեր ներառվում են ՀՀ պաշտպանության պլանում, խմբագրվում և հստակեցվում են Պաշտպանության նախարարության և Զինված ուժերի Գլխավոր շտաբի և պաշտպանության նախարարի ու Գլխավոր շտաբի պետի լիազորությունների շրջանակը: ԶՈՒ ապահովումների գործընթացում Պաշտպանության նախարարությանն են վերապահվում բոլոր տեսակի նյութատեխնիկական միջոցների, պահեստային տնտեսությունների կառավարման և կենտրոնացված բեռնափոխադրումների կազմակերպման գործառույթները, ԶՈՒ կարիքների համար գնումների գործընթացների իրականացման ամբողջ համալիրը:  

ԶՈՒ գլխավոր շտաբի պետն ի պաշտոնե նախատեսվում է որպես Պաշտպանության նախարարի առաջին տեղակալ, որը, սակայն չի հանդիսանալու նախարարին փոխարինող պաշտոնատար անձ:

«Փաթեթը միտված է ՊՆ-ում, ԶՈՒ-ում կառավարությունն ավելի արդյունավետ դարձնելուն, շատ էական է այստեղ ուղղաձիգ կառավարման գոյությունը, որը բերելու է նրան, որ մենք կարողանալու ենք առաջին ձեռքից ավելի մանրամասն քաջատեղյակ լինել մեր կողմից իրականացվող քաղաքացիական վերահսկողությանը»,-ասաց պաշտպանության նախարարը:
