Շարունակվող գնաճի պայմաններում Կառավարությունը վարում է հակասոցիալական քաղաքականություն` հատկապես հաշմանդամություն ունեցող անձնանց նկատմամբ:
Մեկ անգամ չէ, որ խոսել եմ նվազագույն սպառողական զամբյուղի արժեքի էական աճի պայմաններում սոցիալապես խոցելի խավի եկամուտների իրական բարձրացման անհրաժեշտության մասին: Հաշմանդամություն ունեցող անձանց նպաստները մոտ 2000 դրամով բարձրացնելով կառավարությունը ոչ թե քաղաքացիների նկատմամբ իր սոցիալական պարտավորությունն է կատարում, այլ զուտ իմիտացիա է անում:
Կառավարության հակասոցիալական քաղաքականությունը դրսևորվում է նաև հատուկ խմբերին տրամադրվող օգնությունը կրճատելու մեջ: Խոսքը մասնավորապես վերականգնողական ուղեգրերի մասին է. եթե նախկինում ուղեգիր կարելի էր ստանալ տարեկան 3-4 անգամ, այժմ՝ ընդամենը երկու անգամ: Եվ սա բնավ այդ ուղեգրերի անհրաժեշտության բացակայությունից բխող կրճատում չէ: Կառավարությունը քննարկում է նաև հաշմանդամներին տրամադրվող աջակցող միջոցների կարգի փոփոխման հարցը, համաձայն որի հաշմանդամության նպաստներ պետք է տրամադրվեն` հիմք ընդունելով ընտանիքի սոցիալական կարգավիճակը:
Արդյունքում հաշմանդամություն ունեցող մեր համաքաղաքացիների վրա առկա գնաճը շատ ավելի խորն է անդրադառնում: Նրանցից շատերը, լավագույն դեպքում, մի կողմից պետք է մոտ 28 հազար դրամ նպաստով հոգան նվազագույն սպառողական զամբյուղը, որի արժեքն այս պահին կազմում է 76 300 դրամ, մյուս կողմից ավելացնեն արդեն նաև բժշկական ծառայությունների համար ծախսերը: Ավելին, այս մարդիկ ստիպված են նաև անել հավելյալ ծախսեր, օրինակ՝ տեղաշարժման համար, քանի որ Հայաստանում հանրային տրանսպորտը հարմարեցված չէ հաշմանդամություն ունեցող անձնաց սպասարկմանը:
Պետության այս հակասոցիալական քաղաքականությունը, ի դեպ, վերաբերում է մեր հազարավոր քաղաքացիների. 2021 թվականի հունիսի 30-ի դրությամբ հանրապետությունում հաշվառված է 194 640 հաշմանդամություն ունեցող անձ:
