Հաճախ ենք հանդիպում գովազդների, երբ հեռվից տեսանելի, մեծ տառերով ու թվերով գրված է լինում՝ զեղչ, ասենք, 70 տոկոս: Մարդիկ ոգևորված մոտենում են և նկատում կամ հետո պարզում, որ խոսքը եղել է «ՄԻՆՉԵՎ 70 տոկոս»-ի մասին, իսկ «մինչև» բառը գրված է շատ փոքր տառերով: Հայաստանի կառավարությունն էլ է այդ մեխանիզմով գործում: Օրինակ՝ երկու օր է իշխանությունները ինտենսիվ տարածում են լուրը, թե 2023 թվականին կենսաթոշակները կբարձրանան 6000 դրամով:
Դե, չնչին թոշակ ստացող մարդկանց համար «շնից մազ պոկելն էլ օգուտ է» սկզբունքով այդ 6000 դրամն էլ կարևոր է: Իրականում, ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Նարեկ Մկրտչյանն ասել է, որ «2023-ին նախատեսված է մինչև 6000 դրամով կենսաթոշակների բարձրացում 2 փուլով»: Այստեղ կարևորը «ՄԻՆՉԵՎ 6000 դրամ» ու «երկու փուլով» ձևակերպումներն են: Այսինքն, կենսաթոշակները նախ՝ հունվարի 1-ից միանգամից չեն բարձրանալու, այլ քիչ-քիչ, այսինքն՝ «երկու փուլով», և հետո՝ 6000 դրամով կբարձրանա քչերի թոշակը: Իսկ թե ինչ հաշվարկով ու ինչպես կլինի, դեռ չի պարզաբանվում: Այս ամենից զատ, նույնիսկ 6000 դրամը տնտեսագետները համարում են չնչին բարձրացում առկա գնաճի ծավալների ֆոնին:
«Նման պայմաններում կենսաթոշակների նույնիսկ ամբողջական 6000 դրամով ավելացումը նորմալ չէ և չի կարող մեղմել մարդկանց սոցիալական վիճակը: Եթե թվերով համեմատում ենք մարդկանց եկամուտներն առկա գնաճի հետ, ակնհայտ է, որ սոցիալական տխուր վիճակում ենք: Առկա պայմաններում կլինի կենսաթոշակների 6 թե 10 հազար ավելացում, այն չի կարող մեղմել մարդանց վիճակը:
Առանձին ապրանքատեսակների գծով շուրջ 40 տոկոս գնաճի, եկամուտների՝ համարժեք ձևով չավելանալու պայմաններում իշխանությունները կենսաթոշակների ընդամենը 6000 դրամի փուլային ավելացումը որպես աննախադեպ ձեռքբերում են ներկայացնում, ինչը նոնսենս է»,- «Փաստի» հետ զրույցում մասնավորաբար ասաց տնտեսագիտության թեկնածու, դոցենտ Հայկ Ֆարմանյանը:
