Հայաստանի անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանն ընդգծում է, որ Արցախի Հանրապետությունում Հայաստանից զորակոչված ժամկետային զինծառայողներ չեն լինի, սակայն հավելում է, որ Լեռնային Ղարաբաղում զորակոչիկները կշարունակեն զորակոչվել պաշտպանության բանակում ծառայելու:

Արմեն Գրիգորյանն այս մասին ասել է «Արմենպրես»-ին տված հարցազրույցում, որը ներկայացնում ենք ստորև.

-Պարոն Գրիգորյան, վերջին շրջանում առավել հաճախ են դարձել քննադատություններն առ այն, թե Հայաստանի Հանրապետությունը Լեռնային Ղարաբաղից հանում է զորքերը, այդպիսով ԼՂ-ն թողնելով անպաշտպան: Ինչպե՞ս եք արձագանքում այս քննադատություններին:

-Պատերազմի ընթացքում ՀՀ ԶՈւ մի շարք ստորաբաժանումներ օգնության են հասել ԼՂ Պաշտպանության բանակին: Հրադադարի հաստատումից եւ ԼՂ-ում Ռուսաստանի Դաշնության խաղաղապահ կոնտինգենտի տեղակայումից հետո ՀՀ ԶՈւ ստորաբաժանումների դուրսբերումը ԼՂ-ից տրամաբանական է:

-Բայց դա չի նշանակո՞ւմ Լեռնային Ղարաբաղն իրոք անպաշտպան թողնել:

-Ոչ, որովհետեւ նախկինում էլ ԼՂ անվտանգության ապահովման գործառույթն իրականացրել է ԼՂ Պաշտպանության բանակը: Եվ այս առումով որեւէ բան չի փոխվում: Չնայած՝ պետք է մի բան արձանագրել, որ Լեռնային Ղարաբաղում ՌԴ խաղաղապահ ուժերի տեղակայումը պիտի անվտանգության երաշխիք լինի:

-Բայց Փառուխի դեպքերը ցույց տվեցին, որ այդպես չէ...

-Փառուխի դեպքերը 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության եւ կիրառելի միջազգային իրավունքի կոպիտ խախտում են: Ադրբեջանի ԶՈւ ստորաբաժանումները ներխուժեցին Լեռնային Ղարաբաղում ՌԴ խաղաղապահ ուժերի պատասխանատվության գոտի: Ռուսաստանի Դաշնությունը մեզ հավաստիացրել է, որ ներխուժած ադրբեջանական ուժերը պետք է դուրս գան այնտեղից, եւ մենք հույս ունենք, որ ՌԴ խաղաղապահ ուժերը կապահովեն ապօրինի ներխուժած ադրբեջանական ստորաբաժանումների դուրսբերումը Լեռնային Ղարաբաղում ՌԴ խաղաղապահ ուժերի պատասխանատվության գոտուց: ՌԴ խաղաղապահ ուժերի առկայությունն ինքնին վկայում է ԼՂ բնակչության համար իրական գոյաբանական վտանգի առկայության հանգամանքի ընդունում ՌԴ կողմից, և խաղաղապահ ուժերն առանցքային նշանակություն ունեն ԼՂ հայության անվտանգության երաշխավորման գործում։

-Բայց ճշգրիտ լինելու համար. ԼՂ-ում Հայաստանի Զինված ուժերի ժամկետային զինծառայողները փոխարինվում են պայմանագրայիններո՞վ, թե ՀՀ ԶՈւ ստորաբաժանումները դուրս են գալիս ԼՂ-ից:

-Ճշգրիտ լինելու համար արձանագրենք: Պատերազմի բերումով ՀՀ ԶՈւ մի շարք ստորաբաժանումներ ՊԲ-ին օգնելու նպատակով մուտք են գործել ԼՂ: Հրադադարի հաստատումից հետո նրանք վերադառնում են Հայաստանի Հանրապետություն: Այս գործընթացը մոտ է ավարտին եւ սեպտեմբերին կավարտվի: Ինչ վերաբերում է Պաշտպանության բանակին, այն Լեռնային Ղարաբաղում է եղել եւ շարունակում է այնտեղ մնալ:

-Այսինքն՝ հայաստանյան ժամկետային զինծառայողներ սեպտեմբերից հետո չե՞ն լինելու ԼՂ-ում:

-Ոչ: Բայց ԼՂ իշխանություններից մեր ստացած տեղեկությունների համաձայն՝ Լեռնային Ղարաբաղի զորակոչիկները, ինչպես նախկինում, զորակոչվելու են ՊԲ-ում ծառայելու:

-Իսկ պայմանագրայիննե՞ր:

-ԼՂ իշխանություններից մեր ստացած տեղեկությունների համաձայն` ինչպես նախկինում, այնպես էլ հիմա ՊԲ-ում կծառայեն նաեւ պայմանագրայիններ:

-Նաեւ Հայաստանի՞ց:

-Հայաստանից ԼՂ Պաշտպանության բանակ պայմանագրայիններ չեն զորակոչվում: Ըստ անհրաժեշտության՝ ԼՂ-ն տեղում է կազմակերպում պայմանագրային զինծառայողների ներգրավում:
