Հայաստանում կստուգվի բոլոր դատավորների, դատախազների, քննիչների բարեվարքությունը

ՀՀ կառավարությունը հաստատեց դատական և իրավական բարեփոխումների 2022-2026 թվականների ռազմավարությունը և դրանից բխող գործողությունների ծրագիրը: «Արմենպրես»-ի հաղորդմամբ՝ կառավարության նիստին ՀՀ արդարադատության նախարար Կարեն Անդրեասյանը նշեց, որ այն նոր չէ, այլ շարունակությունն է 2019 թվականին ընդունված ռազմավարության:
«Շատ աշխատանքներ, որոնք ներկայացված են այս ռազմավարությունում, ժառանգված են նախորդ ռազմավարությունից: Դրանք կատարելագործվում են, ավելի են բարելավվում: Որոշ կարևոր ուղղություններ, ցավոք, չեն իրագործվել համաճարակով ու պատերազմով պայմանավորված: Որոշ ուղղություններ գրեթե պատրաստ են, և առաջիկա ամիսներին կկարողանանք իրագործել»,-ասաց Կարեն Անդրեասյանը:
Ներկայացնելով ռազմավարությունում տեղ գտած դրույթները՝ Կարեն Անդրեասյանը նշեց, որ առաջինը դատական համակարգի բարեփոխումներն են: Նախատեսվում է հակակոռուպցիոն դատարանների ամբողջ շղթայի գործարկումը: Համակարգը գրեթե ամբողջությամբ պատրաստ է: Մյուս կարևոր ուղղությունը դատական գործընթացների թվայնացումն է:
«Հաջորդ կարևոր խնդիրը բարեվարքության ստուգումն է, ու սա միայն դատավորներին չի վերաբերում: Այսօր միայն նոր համակարգ մտնող դատավորների բարեվարքությունն է ստուգվում, իսկ ռազմավարության առաջիկա ամիսներին մենք նախաձեռնելու ենք, որ ստուգվի բոլոր գործող դատավորների բարեվարքությունը: Սա կոռուպցիայի դեմ լրջագույն պայքարի միջոց կդառնա»,-ասաց Կարեն Անդրեասյանն՝ ընդգծելով, որ բարեվարքության ստուգում է նախատեսվում նաև դատախազների, քննիչների, քրեակատարողական համակարգի աշխատակիցների և մի շարք այլ ոլորտների ներկայացուցիչների համար:
Ռազմավարության հաջորդ շեշտադրումը Բարձրագույն դատական խորհրդում կարգապահական որոշումների բողոքարկման հնարավորությունն է, որն օրենսդրական լուծումներով կներկայացվի կառավարությանը:
Բարեփոխումներ են նախատեսվում փաստաբանական ոլորտում: Նախարարը տեղեկացրեց, որ այստեղ բավականին աշխատանքներ կատարվել են: Մշակվել է օրենսդրական նախագիծ, աշխատանք է տարվել Փաստաբանական պալատի և համայնքի հետ: Կարեն Անդրեասյանն ընդգծեց, որ այստեղ կա կոնսենսուս:
Ռազմավարությամբ բարեփոխումներ են նախատեսվում հարկադիր կատարման համակարգում, սնանկության ոլորտում:
Կարևոր ռազմավակարական ուղղություն է վեճերի այլընտրանքային լուծման համակարգը: Նախարարն ընդգծեց, որ այն կբեռնաթափի դատարանները: Նա վստահություն հայտնեց, որ արբիտրաժային կենտրոնի ստեղծումը կլուծի այդ խնդիրը:
