Ակնհայտ է, որ պարոն Չալաբյանը, լինելով ակտիվ ընդդիմադիր գործիչ ու հանրության շրջանում բարձր հեղինակություն վայելող անձ, հերթական թիրախային անձանցից է գործող իշխանության համար:

Past.am-ի  հետ զրույցում նման տեսակետ է հայտնել իրավաբան, Պառլամենտարիզմի զարգացման միջազգային կենտրոնի գործադիր տնօրեն Գոհար Մելոյանը՝ անդրադառնալով «Համախմբում» շարժման անդամ, հասարակական գործիչ Ավետիք Չալաբյանի նկատմամբ կիրառված կալանքներին:

Հիշեցնենք, որ նա օգոստոսի 3-ին կրկին կալանավորվեց, չնայած նրան, որ դատախազն առաջարկել էր գրավ կիրառել:

«Մարդկանց նկատմամբ կիրառվող կալանքը ոչ թե որպես խափանման միջոց, այլ պատժիչ մահակ է դարձել իշխանության ձեռքում: Կալանքը կիրառման հատուկ նպատակներ ունի, մինչդեռ վերջին 4 տարիներին՝ այս իշխանության շրջանում, տեսել ենք մի օրինաչափություն, ըստ որի՝ կալանքը հատկապես ընդդիմադիր հայացքներ ունեցող, ընդդիմադիր գործունեությամբ զբաղվող գործիչների ու անձանց նկատմամբ որպես մահակ է օգտագործվում՝ նրանց լռեցնելու, նրանց մեկուսացնելու միտումով: Այդ միտումն ակտիվ բնույթ կրեց մասնավորապես հետպատերազմյան շրջանում, հատկապես այն մարդկանց նկատմամբ, ովքեր պատերազմից վերադարձել էին ու արդար պահանջներ, նաև հարցադրումներ ունեին իշխող ուժին»,-ասաց  մեր զրուցակիցը:

Գոհար Մելոյանը հավելեց, որ նշվածին հաջորդեց մի իրավիճակ, երբ իրավապահ համակարգի մի շարք ներկայացուցիչներ, ինչպես նաև մի շարք դատավորներ իրենց վեհության մեջ մնացին՝ հավատարիմ մնալով իրենց խղճին ու օրենքին: Իրավաբանը հիշեցրեց նաև, որ նշվածին հաջորդեցին որոշակի փոփոխություններ, որոնցով դատավորների նոր թափուր հաստիքներ ստեղծվեցին. «Այդպիսով իշխանությունն իր համար առավել կառավարելի ու կանխատեսելի դատավորների շրջանակ առանձանցելու միտում ուներ»:

Անդրադառնալով Ավետիք Չալաբյանի հերթական կալանավորմանը՝ Գոհար Մելոյանը հիշեցրեց, որ այն առաջինը չէ. «Դրանից առաջ Արամ Գասպարյանի դատավարությունն էր (ԱԱԾ փոխգնդապետ - խմբ. ), երբ կրկին դատախազը դեմ չէր գրավի կիրառմանը, բայց դատարանը կրկին նմանաբնույթ որոշում կայացրեց ու կալանք կիրառեց: Այս անձինք հստակ քաղաքական բանտարկյալներ են: Թե՛ Արամ Գասպարյանի, թե՛ Ավետիք Չալաբյանի նկատմամբ կրկին կալանք կիրառելով՝ մեկուսացրին նրանց: Պարոն Չալաբյանի նկատմամբ քաղաքական հետապնդումների մասին է վկայում նաև աղմուկը՝  կապված իր եղբորն ազգակցական կապի հիմքով ԿԲ-ում զբաղեցրած պաշտոնից հեռացնելու հետ: Ընդհանուր առմամբ, հստակ հիմքերով ու փաստերվ հասկանում ենք, որ Ավետիք Չալաբյանը մեր երկրում քաղաքական հետապնդման զոհ է: Ընդհանուր առմամբ, Հայաստանում ընդդիմադիր գործունեությամբ զբաղվողները, հատկապես հանրային աջակցություն վայելող ընդդիմադիր գործիչները իշխող ուժի թիրախ են դառնում: Այսօրվա դրությամբ մեր երկրում արդեն տասնյակ քաղբանտարկյալներ կան»:
