ՀՀ ԱԺ «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը ֆեյսբուքյան իր էջում գրում է․
ՀՀ Զինված ուժերում պարտադիր ծառայությունից 24 միլիոն դրամ «փրկագնով» ազատվելու մասին ՀՀ Պաշտպանության նախարարության մշակած օրինագիծը շարունակում է փոթորկել հանրային կյանքը։
ԲԱՅՑ երկու օր հարցն էր տանջում՝ նախագծի հիմնավորումներում նշված այդ գումարով ծառայությունը շուտ ավարտելու մասին դրույթն ինչու՞ չկա հրապարակված օրենքի նախագծում, որը դրված է հանրային քննարկման։
Պարզվում է՝ սրանք, այս իշխանություններն ինչպես ՓՆԹԻ երկիրն են կառավարում, պատերազմի ռազմա-քաղաքական ղեկավարումն են իրականացնում, այդպես էլ այս անգամ են գործել։
Հանրային քննարկման ներկայացված նախագծի ՀԻՄՆԱՎՈՐՈւՄՆԵՐ բաժնում խոսել են, իբր պարզաբանել են 24 միլիոն դրամ վճարելու գաղափարը, բայց առաջարկվող օրենսդրական փոխփոխություններում այդ մասին մոռացել են նշել։
ԱՀԱ… շրջանառության մեջ դրված նախագծում գրված է՝
ՀՈԴՎԱԾ 9. Օրենքի 63-րդ հոդվածի 4-րդ մասը շարադրել հետևյալ խմբագրությամբ.
Ոչինչ, որ չակերտներն էլ սխալ են։ Բայց ի՞նչ են առաջարկում։ Իրենց դրած չակերտների մեջ որեւէ բառ չկա։ Առաջարկը մոռացել են տեղադրել։ Արդյունքում կա գաղափար, բայց օրենսդրական փոփոխության տեսք չի ստացել։
Անհարմար բան է ստացվել։ Իսկ Պապիկյան Սուրենը իր բանակի ու կուրսի ընկերներին, ամեն տեղ գործի տեղավորելու, ՀՀ Զինված ուժերում պարտադիր զինծառայություն չանցած, բայց բոլոր պաշտոններում նրան ուղեկցած համակուրսեցի, թալինցի Սերոբ Հունանյանին ՀՀ ՊՆ քարտուղարության պետ նշանակելու փոխարեն լավ կաներ իր ղեկավարած գերատեսչության առաջարկած նախագծի չակերտների մեջ դներ առաջարկը։ Թե չէ, էլի դատարկ է մնում այն, ինչպես իրենց ցանկացած արածը։
