Կառավարության այսօրվա նիստին վարչապետ Նիկոլ Փաշինյանը շնորհավորեց աշակերտներին, ուսանողներին, ուսուցիչներին և դասախոսներին Գիտելիքի և դպրության օրվա առիթով: Վերջինս հիշեցրեց, որ հուլիսի 28-ին կառավարությունը հավանություն է տվել Կրթության մինչև 2030 թվականը զարգացման պետական ծրագիրը հաստատելու մասին օրենքի նախագծին, որը պետք է քննարկվի ԱԺ-ում:

«Համոզմուքս է, որ այդ փաստաթղթի բարեհաջող իրագործումը երաշխավորելու է Հայաստանի ապագան»,-նշեց նա։

Նիկոլ Փաշինյանի խոսքով՝ այսօր Հայաստանում տասնյակ հազարավոր երեխաներ զրկված են մանկապարտեզներում, նախակրթարաններում ու դպրոցներում որակյալ կրթություն ստանալու հնարավորությունից: Ըստ նրա՝ Հայաստանում չեմ գործում բուհական պատշաճ չափանիշներ:

«Բազմաթիվ բուհեր պարզապես հոգեվարքի մեջ են, բուհական դիպլոմը միշտ չէ, որ նշանակում է բարձրագույն կրթություն: Սրա հետևանքով ավելի ու ավելի հաճախ են հնչում տարակուսած բողոքներ, թե մարդիկ բարձրագույն կրթության երբեմն երկու դիպլոմով ի վիճակի չեն աշխատանք գտնել և մատնված են աղքատության: Այս իրավիճակն այլևս հանդուրժելի չէ»,-նշեց վարչապետը։

Նիկոլ Փաշինյանի խոսքով՝ ընդունելության քննությունների խայտառակ վիճակագրությունը պետք է ուժեղ ազդակ դառնա սրա համար:

«Այս տարի բուհական ընդունելության տեղերի շուրջ 60 տոկոսը թափուր են մնացել: Ընդ որում, պետական բուհերում թափուր է մնացել տեղերի ավելի քան 40 տոկոսը, մասնավոր բուհերում՝ շուրջ 98 տոկոսը: Չնայած կան պետական բուհեր, որոնցում վիճակագրությունը մոտ է մասնավորի ցուցանիշներին: Այսինքն, ունենք պետական բուհեր, որտեղ պետությունը հատկացրել է տեղեր և 90, 92, 94, 98 տոկոսով թափուր են մնացել»,- ընդգծեց Փաշինյանը:

Վարչապետը նշեց, որ Հայաստանի բուհերը թե ֆիզիկական ենթակառուցվածքի, թե կրթական պրոցեսի մակարդակով հաճախ չեն համապատասխանում միջազգային չափանիշներին:

«Երկրում կամ չկան բուհական ստանդարտներ, կամ չեն գործում: Բարձրագույն կրթությամբ դիպլոմով մարդիկ հաճախ անմրցունակ են աշխատաշուկայում»,- ասաց վարչապետը:

Նա հայտնեց, որ Կառավարությունը այս ոլորտում մտադիր է գնալ բուհերի խոշորացման որոշ գիտահետազոտական ինստիտուտների հետ ինտեգրման ճանապարհով՝ ունենալով առավելագույնը 8 պետական բուհ:

«Այդ բուհերը լիարժեք պետական ֆինանսավորմամբ կհամապատասխանեցվեն միջազգային չափորոշիչներին՝ սկսած կրթական, հետազոտական, մարզական, հանրակացարանային ենթակառուցվածքներից մինչև միջազգային կրթական ծրագրերը և որակավորված և պատշաճ վճարվող պրոֆեսորադասախոսական կազմը»,- եզրափակեց Փաշինյանը:

Փաշինյանը նաև հավելեց, որ Կառավարությունը արդեն կողմնորոշվել է ակադեմիական քաղաքի տեղադիրքի հարցով:

«Այն կկառուցվի Արագածոտնի մարզում, ավելի կոնկրետ Աշտարակում և միավորվող բուհերը ժամանակի ընթացքում կտեղափոխվեն այնտեղ: Մեր բուհերը, ըստ այդմ, պետք է գրավիչ լինեն ոչ միայն հայաստանյան, այլ նաև օտարերկրյա ուսանողների համար: Եվ օտարերկրացի ուսանողների թվի շարունակական ավելացումը մեր բուհական համակարգի մրցունակության ամենավստահելի ցուցիչը պետք է դառնա»,- ասաց Փաշինյանը:
