Սիրելի՛ արցախցիներ, հայ ժողովուրդ,
Շնորհավորում եմ բոլորիս Արցախի Հանրապետության օրվա առթիվ: 1991 թվականի սեպտեմբերի 2-ին կայացվեց պատմական ու կարեւոր որոշում՝ Արցախը հռչակվեց անկախ: Այդ քայլով արցախցին ժամանակակից աշխարհին ցույց տվեց իր վճռականությունն առ այն, որ տեր է կանգնելու իր իրավունքներին ու ապրելով սեփական հողի վրա` պաշտպանելու է այն: Հայի անկոտրում կամքը, հայրենիքի հանդեպ սերն ու մեծ նվիրումն էր, որ 44-օրյա պատերազմի ժամանակ միախմբեց համայն հայությանը: Հազարավոր հայորդիներ բռունցքվեցին հայրենիքի՝ Արցախի պաշտպանության ու անվտանգության ապահովման համար, հանուն խաղաղության ու բարօրության: Արժեւորելով նախնիների սխրանքն ու հաղթանակը` նրանք մեկնեցին մարտի` մեծ հպարտությամբ եւ քաջ գիտակցումով, որ հայրենիքի համար պայքարը սրբազան է: Ուստի մեր բոլորիս պարտքն է վառ պահելով հերոս նահատակների հիշատակը մշտապես լինել նրանց ընտանիքների կողքին՝ հատուկ ուշադրությամբ եւ հարգանքով, մեծագույն սիրով ու նվիրումով:
Թեեւ այսօր մենք գտնվում ենք հետպատերազմյան դժվար ժամանակաշրջանում, վտանգված է Արցախի անկախությունը, սակայն հանուն ազատության մղված պայքարի մենք պարտավոր ենք ցուցաբերել միասնականություն ու վճռականություն սեփական ճակատագիրը տնօրինելու ու Արցախի Հանրապետության անվտանգությունն ու խաղաղությունը ապահովելու համար: Արցախը եղել ու մնալու է անկախ, իսկ արցախցին ապրելու ու արարելու է իր իսկ երկրում:
