Ինչպե՞ս է ԶՊՄԿ-ն եռապատկել հարկային մուտքերը

Հայաստանի պետական եկամուտների կոմիտեի հրապարակած 2022թ. առաջին կիսամյակի տվյալների համաձայն` Զանգեզուրի պղնձամոլիբդենային կոմբինատը շարունակում է մնալ երկրի ամենախոշոր հարկատուն: 

Ամենահետաքրքիրը, սակայն, այն է, որ  առաջին 6 ամսվա տվյալներով վերոնշյալ կոմբինատը վճարել է աննախադեպ՝ 104 մլրդ դրամի հարկ։ Ավելին՝ ԶՊՄԿ-ն վճարված հարկերի ծավալով մոտ 3 անգամ գերազանցել է ցուցակի հաջորդ ընկերությանը։ 

Սա Հայաստանի տնտեսության մեջ աննախադեպ երևույթ է այնքանով, որ հարկերի նման հսկայական թռիչքի պատճառը ոչ հարկային վարչարարության ավելացումն է, ոչ էլ հանքերի շահագործման ծավալների ավելացումը: Պարզապես կոմբինատի ղեկավարությունը գնացել է աշխատանքների արդյունավետությունը բարձրացնելու ճանապարհով և հսկայական դրական բալանսի է հասել:

Այս մասին, իհարկե, հանրային հարթակները լռում են, սակայն բոլոր ոլորտների մասնագետների սրբազան պարտքը պետք է լինի կառավարման նոր մեխանիզմների ներդրումը՝ ռեսուրսների արդյունավետ օգտագործման պարագայում բարձր արդյունքներ գրանցելու համար:

Ի վերջո, հենց այս օրինակը ցույց է տալիս, թե ինչպիսի թռիչքաձև աճ կարող է արձանագրել Հայաստանի տնտեսությունը, եթե բոլոր ոլորտներում ներդրվեն արդյունավետ կառավարման համակարգեր: 

Եթե, Աստված մի արասցե, որևէ թերացում կամ նեգատիվ միջադեպ լիներ՝ տիեզերական մասշտաբի աղմուկ կլիներ, հանրային քննարկումներում տարբեր շահագրգիռ կողմեր քարը քարին չէին թողնի: Իսկ երբ խոսքը վերաբերվում է Հայաստանի տնտեսության համար կենսական նշանակության արդյունավետ փոփոխությունների՝ բոլորը անտարբեր են, լուռ ու պասիվ:

Հուսանք, որ արդյունավետ կառավարման այս միտումը միակը չի լինի, ավելին՝ վարակիչ կլինի մյուս տնտեսվարողների համար:
