«Փաստ» օրաթերթը գրում է
Օրերս հրապարակվեցին «Միջազգային հանրապետական ինստիտուտի» անցկացրած հարցման արդյունքները, որոնք մի շարք հարցեր առաջացրեցին շատերի շրջանում՝ մասնավորաբար կապված քաղաքական գործիչների եւ ուժերի վարկանիշների հետ: Փորձագետներից շատերը հատկապես շեշտում են, որ մոտ երեք ամիս առաջ անցկացված հարցման արդյունքները հիմա միայն հրապարակելը տարօրինակ է, որովհետեւ քաղաքական վարկանիշները փոխվում են ամենօրյա ռեժիմով:
Այդ իսկ պատճառով հարցման մեջ առավել ուշագրավ են պետական կառույցների նկատմամբ մեր քաղաքացիների գնահատականները, քանի որ դրանք արագորեն չեն փոփոխվում: Այս «ցուցակում» ամենացածր վարկանիշն ունեն տարածքային կառավարման եւ ենթակառուցվածքների, էկոնոմիկայի եւ արդարադատության նախարարությունները: Նախարարությունների մեջ անվերապահ առաջատարը արտակարգ իրավիճակների նախարարությունն է, որի աշխատանքներից «շատ գոհ» եւ «գոհ» է հարցվածների 62 տոկոսը, ինչն, ի դեպ, 14 տոկոսով ավելի է երկրորդ տեղը զբաղեցրած գերատեսչությունից: Այս դեպքում հարցման անցկացման ժամկետը առավել էական է, քանի որ նման վարկանիշ նախարարությունն ունեցել է մինչեւ «Սուրմալու» տոնավաճառի ողբերգությունը, որի ժամանակ ԱԻՆ-ի աշխատակիցները մեծ պրոֆեսիոնալիզմ ցուցաբերեցին:
Հատկանշական է, որ նախարարության վարկանիշը աճել է անգամ այն պարագայում, երբ նախկին նախարարը կալանավորվեց կոռուպցիոն սկանդալի պատճառով: Հիշեցնենք, որ դրանից հետո նա ազատվեց աշխատանքից ու նախարար նշանակվեց Արմեն Փամբուխչյանը։ Ամենազարմանալին պաշտպանության նախարարության ցուցանիշն է՝ ընդամենը 39 տոկոսն է գոհ մեր պաշտպանական գերատեսչության աշխատանքից: Սա աննախադեպ է, քանի որ մշտապես ՊՆ-ն եղել է ամենաբարձր վարկանիշն ունեցող կառույցներից մեկը:
