Սամարղանդում ՌԴ նախագահ Վլադիմիր Պուտինի և Ադրբեջանի նախագահ Իլհամ Ալիևի հանդիպման արարողակարգային բաց մասում արված հայտարարություններում, Ալիևը նշեց, որ հայ-ադրբեջանական ռազմական լայնամասշտաբ բախումները ձեռնտու չեն եղել ոչ Ադրբեջանին, և ոչ էլ Հայաստանին: Ալիևի հայտարարությունից այնպիսի տպավորություն է ստեղծվում, որ նա ՌԴ նախագահի մոտ արդարանալով, ցանկանում էր վստահեցնել, որ ռազմական էսկալացիան տեղի է ունեցել ինքնաբերաբար, իսկ ադրբեջանական զինուժը Հայաստանի տարածք է ներխուժել իր կամքին հակառակ:
 
Սա Ալիևի անկեղծությունն էր, թե ոչ դժվար է ասել: Սակայն նրա հայտարարությունից կարելի է ենթադրել, որ ինչ-որ երրորդ ուժ(եր) ցանկանում է ապակայուացնել իրավիճակը Հարավային Կովկասում: Հատկապես, որ իր խոսքում Ալիևը նշեց նաև, որ հիմա կարևոր է, որպեսզի չխաթարվի ձեռքբերված պայմանավորվածությունների իրագործումը:
 
Կարծում եմ կարևոր է հասկանալ, որ եթե Ադրբեջանին ձեռնտու չէ ռազմական էսկալացիան (Հայաստանին ու Ռուսաստանին ակնհայտորեն ձեռնտու չէ), ապա ո՞րն է այն ուժը, որը կարողանում է ռազմական բախումներ հրահրել Հայաստանի սահմաններում և ինչպե՞ս են նրանք դա իրականացնում հակամարտող զորքերի միջև: Ակնհայտ է, որ Ադրբեջանն ինքն է սկսել ագրեսիան, հետևաբար արդյո՞ք Ալիևը խոստովանում էր նաև իր բանակի ներսում լիարժեք վերահսկողություն չունենալու մասին:
