«Անցած պատերազմական գործողություններում թշնամու գերակշիռ ուժերի առաջխաղացումը կանգնեցրել են մեր հերոս զինվորները»,- «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանն է արել այս արձանագրումը, նա նշել է, թե բազմաթիվ ուղղություններում արդյունավետ աշխատել են մեր հրետանավորները, որոնք ծանր կորուստներ են պատճառել և հաճախ հետ են շպրտել առաջնագծում ճեղքում իրականացրած և առաջ շարժվող թշնամու հոծ ստորաբաժանումներին։
Ըստ Չալաբյանի՝ շատերը կռվել են գլխի վերևներում ունենալով անիծյալ բայրաքթարները և հարոբները, ամեն պահ գտնվելով վտանգի տակ, շատերն էլ իրենց կյանքով են հատուցել բոլորիս աններելի սխալների և թեթևամտության համար։
Հասարակական-քաղաքական գործչի այս արձանագրման մեջ հատկապես աչք է զարնում աններելի սխալների և թեթևամտության մասին նրա տեսակետը։
44-օրյա պատերազմից հետո թե՛ Չալաբյանը, թե՛ բազմաթիվ այլ ընդդիմադիր գործիչներ արձանագրում էին, թե հարկավոր է օր առաջ ուշքի բերել Հայաստանը, ստեղծել հնարավորություններ՝ կրկին վերազինվելու, նոր ռազմական ագրեսիաների դեպքում թշնամուն ծանր հարված հասցնելու համար։
Գործող իշխանությունները, սակայն, որևէ քայլ չեն արել այդ ուղղությամբ և կրկին 2 տարի անց մնացել են հայ զինվորի անօրինակ սխրանքի հույսին։
Եթե չլիներ հայ զինվորը, այսօր Ադրբեջանը ոչ թե կլիներ Ջերմուկից 7 կմ հեռավորության վրա, ինչպես ասում է Ավետիք Չալաբյանը, այլ վաղուց արդեն գրաված կլիներ Հայաստանի ինքնիշխան տարածքի մի զգալի մասը, չի բացառվում, որ նույնիսկ կարողանային միջանցք բացել և Սյունիքը կտրել Հայաստանից։
Արցախում և Հայաստանում պաշտպանողականության բարձրացման ուղղությամբ բազմաթիվ նախաձեռնություններ արած Ավետիք Չալաբյանի այս արձանագրումներն արժեքավոր են, և գործող իշխանությունները, կամ էլ Հայաստանի ապագա իշխանությունները, որոնք վաղ թե ուշ փոխարինելու են ապիկար և դավաճանական վարչախմբին, պետք է անմիջապես ձեռնամուխ լինեն Հայաստանի պաշտպանողականության բարձրացմանը, տեխնիկական միջոցներ գնելուն կամ ստեղծելուն, որպեսզի արևմտյան և արևելյան սահմաններում գտնվող թշնամիների մտքով անգամ չանցնի հարձակվել Հայաստանի Հանրապետության վրա։ Իսկ մինչ այդ ստիպված ենք լինելու ամեն անգամ մնալ զինվորի սխրանքի հույսին։
