Եթե որեւէ պետություն իսկապես ցանկանում է խաղաղություն եւ կայունություն տեսնել Հայաստանում եւ ձգտում է կանխել ադրբեջանական նոր ագրեսիան ու միջազգային իրավունքի կոպիտ խախտումները, ապա պետք է հստակ ասի, որ Հայաստանի վրա հարձակման դեպքում պատժամիջոցներ կսահմանի Ադրբեջանի նկատմամբ։ Այս մասին սոցցանցում գրել է Արցախի պետնախարար Արտակ Բեգլարյանը։
«Նախկին ագրեսիաների եւ հանցագործությունների համար Թուրքիայի անվերապահ աջակցության եւ անպատժելիության համատեքստում Ադրբեջանի իշխանություններին թվում է, որ նրանք կարող են ցանկացած հարց լուծել ուժով։
▪Ուստի, բացի հայկական զինուժի անհրաժեշտ դիմադրությունից, միջազգային հանրությունը պետք է կտրուկ բարձրացնի Ադրբեջանի հանցավոր պահվածքի գինը, եթե ոչ ռազմական ճանապարհով, ապա գոնե արդյունավետ պատժամիջոցներով։
▪Նման պատժամիջոցներ պետք է կիրառվեին թե՛ 2020 թվականի պատերազմից հետո, թե՛ վերջին օրերի ագրեսիայից հետո։ դրանց բացակայությունը հանգեցնում է նոր հանցագործությունների։
Ի դեպ, սա միջազգային հանրության դրական պարտքի նվազագույն դրսեւորումն է, որը, սակայն, դառնում է պահի ու իրավիճակի շահերի զոհ։ Միջազգային հանրության պարտավորությունների կատարման նման կոպիտ ձախողումների արդյունքում աշխարհն աստիճանաբար թեւակոխում է վայրի քաոսի (համաշխարհային պատերազմի մեծ հավանականությամբ) դարաշրջան։
▪Այո, Հայաստանը պետք է փորձի բոլոր հիմնական խնդիրները լուծել բանակցությունների միջոցով, սակայն Ադրբեջանը, այս բանակցություններում հաջողության ուժի կիրառմամբ արբած, չպետք է ունենա BATNA (բանակցային համաձայնագրի լավագույն այլընտրանքը): Իսկ դրան հասնելու ճանապարհը ռազմական ագրեսիայի արժեքը կտրուկ բարձրացնելն է՝ բարելավելով սեփական պաշտպանական համակարգն ու պատժամիջոցներ սահմանելով»,- գրել է նա։
