«Փաստ» օրաթերթը գրում է

Վերջին շրջանում խմբագրությանը հաճախ են դիմում քաղաքացիներ՝ դժգոհելով, թե այս կամ այն ԲԿ-ում իրենց տեղեկացնում են, որ «պետպատվերը սպառվել է»: Ի մասնավորի, օրերս մեզ տեղեկացրեցին, որ «Արաբկիր» ԲԿ-ում երեխաների բժշկական խորհրդատվության համար առաջնային բուժհաստատություններից բերված ուղեգրերը չեն «գործում». քաղաքացիներին ասվել է, որ մինչև դեկտեմբերի 16-ը «պետպատվեր» այս գծով չի լինելու: Ստացվում է՝ որքան էլ երեխայի վիճակը ծանր լինի, ծնողը կա՛մ պիտի հերթագրվի դեկտեմբերի 16-ից հետո, կա՛մ վճարի, ասենք, 10 հազար դրամ զուտ խորհրդատվության համար:

Ըստ մեզ դիմած քաղաքացիների, նույն վիճակն է նաև այլ ԲԿ-ներում: «Փաստը» դիմել է առողջապահության նախարարություն՝ հասկանալու, թե ինչո՞ւ է նման վիճակ, ինչո՞ւ է տարվա կեսերին արդեն սպառվել պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնության և սպասարկման ֆինանսավորումը: Առողջապահության նախարարությունից ստացել ենք կոնկրետություն չպարունակող, տվյալ պահին առկա վիճակի հետ կապված հարցը ուղղակիորեն շրջանցող, ընդհանրական պատասխան, որն ընդամենը հղում է կառավարության որոշմանը և ոչ ավելին: Այդուամենայնիվ, ԱՆ պատասխանը ներկայացնում ենք ստորև՝ եզրահանգումները թողնելով ընթերցողին. «Համաձայն ՀՀ կառավարության 2004 թվականի մարտի 4-ի «Պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնության և սպասարկման մասին» N318-Ն որոշման (այսուհետ Որոշում) պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնության և սպասարկման ֆինանսավորումը կատարվում է սահմանափակ բյուջեի սկզբունքով:

Բուժօգնություն իրականացնող կազմակերպություններում պետական պատվերի շրջանակներում ծառայություններն իրականացվում են տվյալ կազմակերպության տարեկան պայմանագրային գումարի շրջանակներում՝ ամսական կտրվածքով հաստատված տվյալ ծրագրի համամասնությունների չափով: Պայմանագրային գումարի ամսական համամասնության սպառման կամ բժշկական կազմակերպության համապատասխան ծառայության թողունակության անբավարարության դեպքում բժշկական կազմակերպությունը բուժօգնությունը իրականացնում է հերթագրման եղանակով:

Իսկ պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնության և սպասարկման իրավունք ունեցող` հերթագրված կամ հերթագրման ենթակա հիվանդներին հերթագրման կարգից դուրս` արտահերթ բժշկական օգնությունն իրականացվում է վճարովի հիմունքներով, տվյալ բժշկական կազմակերպությունում սահմանված կարգով և գներով, հիվանդի կամ նրա հարազատի տեղեկացված գրավոր համաձայնությամբ՝ համաձայն Որոշմամբ հաստատված N4 հավելվածի 10-րդ կետի»:
