Իսրայելի պետական գործիչ, դիվանագետ, «Նատիվ» ծառայության նախկին ղեկավար Յակով Կեդմին իր թելեգրամյան ալիքում տեղադրել է Արցախյան հակամարտության կարգավորման գաղտնի փաստաթուղթ: Նա նշում է, որ հենց այս պայմաններն են քննարկել Երևանը և Բաքուն սեպտեմբերի 27-ին Վաշինգթոնում: Այնուհետև այս փաստաթուղթը հիմնականն է եղել Պրահայում Ալիև-Էրդողան- Փաշինյան հանդիպման ժամանակ:
«Հրապարակ»-ը ներկայացնում ենք փաստաթղթի կետերը և լուսանկարը
Կողմերը պարտավորվել են կատարել հետևյալը.
• Կողմերի արտաքին գործերի նախարարները կսկսեն ժամանակային, տեքստի վրա հիմնված բանակցությունները՝ մինչև օրացուցային տարվա վերջ խաղաղության համաձայնագիրը ավարտելու համար:
• Սահմանազատման կոմիտեի ներկայացուցիչները կավարտեն հայ-ադրբեջանական միջազգային սահմանի սահմանազատումը` մինչև օրացուցային տարվա վերջ կայանալիք խաղաղ բանակցություններին զուգահեռ: Ադրբեջանի կառավարությունը կնշանակի ներկայացուցչի, որը կաշխատի Լեռնային Ղարաբաղի հայ էթնիկ համայնքի կողմից նշանակված նմանատիպ ներկայացուցչի հետ՝ քննարկումներ անցկացնելու Լեռնային Ղարաբաղի բնակիչների իրավունքների և արժեթղթերի վերաբերյալ: Ներկայացուցիչները թափանցիկություն կապահովեն միջազգային հանրությանը իրենց քննարկումների վերաբերյալ: Կողմերը կշարունակեն վերանայել միջազգային դիտորդի դերը՝ չհակասելով Ադրբեջանի ինքնիշխանությանը, վստահություն ապահովելու Լեռնային Ղարաբաղում փոքրամասնությունների խմբերի պաշտպանության հարցում:
• Կողմերը պարտավորվել են շարունակել ներգրավված լինել Ադրբեջանը Նախիջևանի հետ կապող երթուղի ստեղծելու քննարկումներում, ներառյալ Ադրբեջանի տարածքով Հայաստանի համար փոխադարձ մուտքը:
• 2022 թվականի սեպտեմբերյան բռնությունների ժամանակ գերի բոլոր անձինք առանց նախապայմանների ազատ կարձակվեն առաջիկա օրերին։ Որպես կողմերի միջև քննարկումների միջնորդ նշվում է Ամերիկայի Միացյալ Նահանգները:
• Նաև կողմերը հույս են հայտնում, որ կբացառվեն բռնության հետագա դեպքերը և ակնկալվում է, որ կողմերը կկենտրոնանան բանակցությունների առաջընթացի վրա, որոնք կավարտվեն մինչև տարեվերջ:
