Փաշինյանից հետո եկող ցանկացած նոր իշխանություն կանգնելու է Հայաստանի արդիականացման կրիտիկական հրամայականի առջև, իսկ այդ արդիականացումը անհնար է առանց մեր երկրի քաղաքական-տնտեսական մոդելի փոփոխության, և պետության լծակների միջով հանրային բարիքի զգալի վերաբաշխման։
«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանն այս արձանագրումն արել էր ամիսներ առաջ՝ դեռ բանտից գրած իր հոդվածաշարում։
Հայաստանում ստեղծված սոցիալ-տնտեսական ծանրագույն պայմաններում արդիականացման հրամայականն այսօր առանցքայինէ ավելի, քան երբևէ, գործող վարչախումբը ոչինչ չի ձեռնարկում ՀՀ տնտեսությունն ուշքի բերելու ուղղությամբ, փոխարենը ավելացնում է ոստիկանության, հատուկ ծառայությունների աշխատավարձերը, սեփական կուսակիցների պարգևավճարները, Հայաստանում արտոնյալների սեփական խավ և նրանց պաշտպանող կառույցներ ամրապնդում, որպեսզի հանրային պոռթկումների ժամանակ կարողանա պաշտպանվել սեփական ժողովրդի դեմ։
Փաշինյանական վարչախմբի այս քաղաքականությունն արմատապես հակադրվում է Ավետիք Չալաբյանի մոտեցումներին։ Արդիականացման իր տեսլականում հասարակական-քաղաքական գորշիչը նկատում է, թե հասարակության այն հատվածը, որն արդեն հաջողության է հասել և ունի բարեկեցության բավարար մակարդակ, կամավոր կերպով սկսում է աջակցել այն մասին, որը դեռևս գտնվում է աղքատության մեջ, այն հաշվարկով, որ առաջիկա 20 տարիների ընթացքում Հայաստանում հաղթահարվի աղքատությունը, բնակչության ճնշող մեծամասնությունը ապրի բարեկեցիկ բնակավայրերում, և կարողանա օգտվել ժամանակակից գիտա-կրթական և տեխնոլոգիական առաջընթացի բարիքներից։
Մինչդեռ այսօր գնալով ավելի ու ավելի նեղանում են արդիականացման հնարավորությունները, օր առաջ հարկավոր է հեռացնել փաշինյանական վարչախմբին՝ Հայաստանը վերջնականապես չկորցնելու համար։
