Մենք այսօր գտնվում ենք պատմական ծանր և խիստ պատասխանատու շրջանում։ Իրավիճակի ծայրահեղ վտանգավորությունը ստիպում է խոսել բաց՝ առանց որևէ պայմանականությունների ու տողատակերի։
 
Հայաստանում այսօր ակնհայտ է հակառուսական տրամադրությունների խրախուսումը։ Սա չի կարող չանհանգստացնել մեր անվտանգության հարցերով մտահոգ որևէ հայի։
Փոքր, բայց հպարտ Արցախի անվտանգությունն այսօր ապահովվում է բացառապես ռուսական խաղաղապահների շնորհիվ։ Հակառուսական արշավի հեղինակները պարզապես ֆիզիկական բնաջնջման վտանգին են ենթարկում 150 հազար արցախահայությանը։ Գիտակցու՞մ են սա, թե՞ իրենց համար միևնույն է։
 
Ռուսաստանի հանդեպ տարբեր շրջանակների դեմարշները, չկշռադատված ձևակերպումներն ու քայլերը կարող են նաև Հայաստանի տնտեսությունը հանգեցնել փլուզման։ Գիտակցու՞մ են սա, թե՞ միևնույն է։
 
Կա՞ գիտակցում, որ արտահանման հիմնական շուկան Ռուսաստանն է, որ տասնյակ հազարավոր հայ ընտանիքներ ապրում են Ռուսաստանում արտագնա աշխատանքի շնորհիվ։ Կա՞ գիտակցում, որ Հայաստանի էներգետիկ համակարգը ամբողջությամբ կախված է ռուսական էներգակիրներից։
 
Բոլոր կուսակցությունները, բոլոր քաղաքական ուժերը, բոլոր խորհրդարանները անցողիկ են։ Մնայուն են ազգային շահերը։ Մենք չենք կարող պետության և ժողովրդի անվտանգությունը, տնտեսական կայունությունը դնել վտանգի տակ։
Իհարկե, Հայաստանը պետք է ունենա լավ հարաբերություններ Արևմուտքի հետ, հարևանների հետ, բայց դա չի կարող լինել «ընդդեմ Ռուսաստանի» տրամաբանության մեջ։ Հայաստանը պետք է շարունակի զարգացնել իր ռազմավարական հարաբերությունները Ռուսաստանի հետ։
 
Մեզ պետք է փոխադարձ վստահություն, համատեղ լուրջ ծրագրեր, գործնական աշխատանքային մթնոլորտ, և ծագող հարցերը արագ ու աշխատանքային մթնոլորտում լուծելու կամք։ Սա´ պետք է լինի հայ-ռուսական հարաբերությունների առանցքում։
Վստահ եմ, որ մեր ժողովուրդը ճիշտ է գնահատում պատմական ռիսկերը, և իր իմաստնությամբ ու խոհեմությամբ կկարողանա խուսափել վատագույն զարգացումներից։
