Գլխավոր դատախազության պետական շահերի պաշտպանության վարչությունում Պետական գույքի կառավարման կոմիտեից ստացված փաստաթղթերի ուսումնասիրությամբ պարզվել է, որ մասնավորեցվել է «Գույքի գնահատման և աճուրդի կենտրոն» ՊՈԱԿ-ի կողմից 10 մլրդ 256 մլն 372,3 հազար դրամ գնահատված արժեքով «Արաբկիր» բժշկական համալիր – երեխաների և դեռահասների առողջության ինստիտուտ» ՍՊԸ-ի 5,6 % պետական բաժնեմասը՝ 574 մլն 356.9 հազար դրամով:
ՊՈԱԿ-ի գնահատողի կողմից կազմված և նույն ՊՈԱԿ-ի գլխավոր տնօրենի կողմից հաստատված գնահատման երկու հաշվետվություններով՝ պետական 5,6 տոկոս բաժնեմասով «Արաբկիր» ընկերությանը պատկանող 7 մլրդ 422 մլն 87 հազար դրամ ընդհանուր արժեքով Երևան քաղաքի Մամիկոնյանց 30 հասցեում գտնվող 22145 քմ մակերեսով շինությունները, 17678 քմ մակերեսով հողամասը և Փափազյան 32 հասցեում գտնվող 2980 քմ մակերեսով շինություններն ու 9369 քմ մակերեսով հողամասը գնահատվել են 5 մլրդ 722 մլն 87 հազար դրամ (95 մլն դրամով նվազել է ՍՊԸ-ի պետական 5,6 տոկոս բաժնեմասի արժեքը և հիմք է ընդունվել դրա մասնավորեցման համար):
Արդյունքում, ՍՊԸ-ի բաժնեմասը օտարվել է 287 մլն 178 հազար 400 դրամով կամ 95 մլն դրամով պակաս` իրական արժեքից:
Հաշվի առնելով, որ արձանագրված փաստերը վկայում են պաշտոնատար անձի կողմից պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելու կամ ծառայողական պարտականությունները չկատարելու՝ շահադիտական, անձնական այլ շահագրգռվածությունից կամ խմբային շահերից ելնելով, ծանր հետևանքներ առաջացնելու և պաշտոնեական կեղծիք կատարելու դեպքերի մասին, Գլխավոր դատախազությունը հանցանքի մասին հաղորդում է ներկայացրել Հակակոռուպցիոն կոմիտե՝ քրեական վարույթ նախաձեռնելու նպատակով:
