ԱԺ հերթական քառօրյա նիստին քննարկվում է «Եվրասիական տնտեսական միությունում փոխադրումների հետագծման համար նավիգացիոն կապարակնիքների կիրառման մասին» համաձայնագիրը վավերացնելու մասին նախագիծը։
ՊԵԿ նախագահի տեղակալ Աշոտ Մուրադյանը հայտնեց` նավիգացիոն կապարակնիքների կիրառման մասին համաձայնագիրը ստորագրվել էր 2022թ․ ապրիլի 19-ին Մոսկվայում։ Դրա նպատակն է ապահովել ԵԱՏՄ անդամ երկրների տարածքով փոխադրումների նկատմամբ պատշաճ վերահսկողությունը։
 
«ՀՀ տեսանկյունից կարևոր է այս նախագիծն այն առումով, որ ՌԴ գործընկերների հետ քննարկումների արդյունքում` նախնական պայմանավորվածությունների համաձայն` կապարակնիքներում նախատեսված տեղեկատվության առկայության դեպքում հնարավոր կլինի «Վերին Լարսի» անցակետում ավելի արագ անցնել ձևակերպումները։ Այսինքն` ՀՀ–ից Ռուսաստան գնացող ապրանքներն ավելի հեշտ կանցնեն ձևակերպումների պրոցեսը»,–ասաց Մուրադյանը։
Նա հայտնեց նաև, որ համաձայնագրով սահմանված են նավիգացիոն կապարակնիքների կիրառման պայմանները և կարգը, հետագծման օբյեկտների, ապրանքները տեղափոխող տրանսպորտի տեսակների, ապրանքների փոխադրումների հետագծման մասնակիցների, ազգային օպերատորների և հսկողական մարմինների տեղեկատվական փոխգործակցությանն առնչվող հիմնական դրույթները: Մուրադյանը նշեց` նախատեսվում է նավիգացիոն կապարակնիքներ կիրառել ավտոմոբիլային և երկաթուղային տրանսպորտով փոխադրվող սանկցիոն ապրանքների, մասնավորապես` ալկոհոլային արտադրանքի, ծխախոտի և ծխախոտային արտադրանքի նկատմամբ:
ՊԵԿ փոխնախագահի խոսքով` համաձայնագրի լիարժեք կատարման համար ԵԱՏՄ հանձնաժողովը դեռ պետք է 28 իրավական ակտ ընդունի։
Մուրադյանը հայտնեց, որ Վրաստանի հետ նախագիծ ունեն, որ կապարակնիքներով ապրանքները կարողանան Վրաստանի միջոցով տեղափոխվեն այլ երկրներ։
