Վարչապետ Նիկոլ Փաշինյանը հույս ունի, որ միջազգայնորեն տեսանելի խոսակցություն տեղի կունենա Լեռնային Ղարաբաղի և Ադրբեջանի ներկայացուցիչների միջև, որը պիտի լինի Լեռնային Ղարաբաղի հայերի իրավունքների և անվտանգության մասին։ Փաշինյանն այս մասին ասաց Ազգային ժողովում կառավարության հարց ու պատասխանի ժամանակ՝ ներկայացնելով, թե որ դեպքում է Հայաստանը պատրաստ շրջանակային պայմանագիր կնքել Ադրբեջանի հետ։
«Ռուսական դիրքորոշումը ընդունելն է պատճառը, որ առաջ ենք քաշում ոչ թե Լեռնային Ղարաբաղի կարգավիճակի, այլ Լեռնային Ղարաբաղի հայերի անվտանգության և իրավունքների ապահովման հարցը։ Ինչպես 2018 թվականին, հիմա էլ կարծում ենք , որ այդ խոսակցության շահագրգիռ թիվ մեկ կողմը պետք է լինի խոսակցության մասնակիցը։ Խոսքը Լեռնային Ղարաբաղի հայերի մասին է։ Հույս ունենք, միջազգային հանրության շրջանում էլ այդ ըմբռնումը կա, որ միջազգայնորեն տեսանելի խոսակցություն պետք է տեղի ունենա Լեռնային Ղարաբաղի և Ադրբեջանի ներկայացուցիչների միջև, որը պետք է լինի Լեռնային Ղարաբաղի հայերի իրավունքների և անվտանգության մասին։ Այն, որ համաձայն ենք Հայաստան-Ադրբեջան հարաբերությունների հարցը տարանջատել Լեռնային Ղարաբաղի հայերի իրավունքների և անվտանգության խնդիրների հասցեագրումից, չի նշանակում, որ համաձայն ենք այդ հարցը օրակարգից հանելուն», - ասել է Փաշինյանը։
ՀՀ-ն կողմ է Ադրբեջանի հետ խաղաղության պայմանագրի շրջանակային մոդելին, որով կարձանագրվի համաձայնությունների շրջանակը` առանց շատ մեծ կոնկրետությունների: Փաշինյանի խոսքով՝ խաղաղության պայմանագրի մյուս տարբերակը դետալացված մոտեցումն է. «Եթե փորձենք շատ դետալացված հարցեր լուծել, կարող ենք դժվարություններ ունենալ», - նշել է նա։
Անդրադառնալով խնդրին, թե խաղաղության պայմանագրի ստորագրումից առաջ սահմանագծման և սահմանազատման գործընթացներն ավարտված պետք է լինեն, վարչապետը նշեց, թե ըմբռնում կա, որ դա, գուցե, իրատեսական չէ։ Փաշինյանը նշեց, որ դրան էլ լուծում կա․ նա առաջարկում է վերցնել 1990 թվականի քարտեզները, իրականացնել զորքերի հայելային հետաքաշում, ստեղծել մոնիտորինգի մեխանիզմ, ամբողջ հատվածը հանձնել սահմանապահ ծառայությանը ու հանգիստ պայմաններում գնալ սահմանազատման։
