Այսօր տեղի է ունեցել Արցախի Հանրապետության կառավարության նիստը, որը վարել է պետական նախարար Ռուբեն Վարդանյանը: Այս մասին հայտնում է ԱՀ պետական նախարարի գրասենյակը։

Նիստի ընթացքում ներկայացվել և հավանություն է տրվել «Արցախի Հանրապետության 2023թ. պետական բյուջեի մասին» օրենքի նախագծին և հարակից նախագծերին: Ֆինանսների և էկոնոմիկայի նախարար Վահրամ Բաղդասարյանը ներկայացրել է բյուջեի նախագծի հիմնական ցուցանիշները:

Անդրադառնալով օրակարգային հարցին՝ Ռուբեն Վարդանյանը նշել է, որ համաձայն սահմանված ընթացակարգի, բյուջեի նախագիծն այս փուլում պետք է ներկայացվի Ազգային ժողով. «Իմ դիրքորոշումն այն է, որ մենք պետք է վերանայենք բյուջետային մոտեցումները: Բայց բյուջետային գործընթացն սկսվել էր մինչև իմ պաշտոնավարումը, ուստի հաշվի առնելով ֆինանսական կայունության պահպանման կարևորությունը, այս փուլում պետք է ներկայացնել բյուջեի՝ արդեն իսկ ձևավորված նախագիծն ու առաջիկա ամիսներին աշխատել նոր, ծրագրային բյուջետավորման սկզբունքների հիման վրա կազմված բյուջե մշակելու ուղղությամբ»:

Խոսելով ֆինանսատնտեսական իրավիճակի մասին՝ պետական նախարարը նշել է, որ ստեղծված բարդ պայմաններն այլևս թույլ չեն տալիս աշխատել նախկին ռեժիմով։ Ճգնաժամային իրավիճակը պահանջում է  ճիշտ գնահատել առկա հնարավորություններն ու ռեսուրսները և առավելագույնս արդյունավետ օգտագործել դրանք՝ հաշվի առնելով այսօրվա մարտահրավերները:

«Մենք լրջագույն խնդիրներ ունենք, այդ թվում՝ բյուջետային մեծ դեֆիցիտ, և այդ խնդիրները լուծելու համար դժվարին, երբեմն անգամ ոչ պոպուլյար որոշումներ պետք  է կայացվեն: Հակառակ դեպքում մենք չենք կարող հաղթահարել ճգնաժամը: Սա ասում եմ, որպեսզի մենք հստակ պատկերացնենք իրականությունը և հասկանանք, որ միասին պետք է շատ բարդ մարտահրավերներ հաղթահարենք», -ընդգծել է Ռուբեն Վարդանյանը:

Նիստի ավարտին պետական նախարարը պետական կառավարման մարմիններին և նրանց ենթակայությամբ գործող հիմնարկներին ու  կազմակերպություններին հանձնարարել է մինչև տարեվերջ զերծ մնալ լրացուցիչ գնման գործընթացներ կազմակերպելուց և ֆինանսական նոր պարտավորություններ ստանձնելուց:
