Երևանի քաղաքապետարանի Կենտրոն վարչական շրջանի պաշտոնատար անձի կողմից կաշառք ստանալու և ծառայողական լիազորությունները չարաշահելու դեպքերի առթիվ ՀՀ ԱԱԾ քննչական դեպարտամենտում նախաձեռնված և ՀՀ հակակոռուպցիոն կոմիտեում քննված քրեական վարույթի նախաքննությամբ հիմնավորվել է, որ քաղաքապետարանի Կենտրոն վարչական շրջանի համապատասխան բաժնի առաջին կարգի մասնագետ Է. Վ.-ն Կենտրոն վարչական շրջանում առևտրային գործունեությամբ զբաղվող Հ. Հ.-ի, Ա. Ս.-ի, Լ. Մ.-ի և Ս. Հ.-ի օգտին ապօրինի անգործության, այն է՝ նրանց կողմից իրականացվող գործունեության հետ կապված իրավախախտումները չարձանագրելու և նրանց պատասխանատվության չենթարկելու ուղղությամբ իրեն վերապահված լիազորությունների շրջանակում համապատասխան գործողություն չկատարելու համար հիշյալ անձանցից պահանջել և ստացել է ընդհանուր շուրջ 2,5 միլիոն ՀՀ դրամ կաշառք:

Հակակոռուպցիոն կոմիցտեից հայտնում են, որ մասնավորապես՝ առանց թույլտվության բացօթյա առևտուր իրականացնելու հանգամանքը չարձանագրելու և պատասխանատվության չենթարկելու համար Է. Վ.-ն Ս. Հ.-ից, Հ. Հ.-ից և Լ. Մ.-ից որպես կաշառք պահանջել  և բուքմեյքերական ընկերության` իր կողմից օգտագործվող խաղային հաշվին փոխանցման միջոցով 2022 թվականի հունիսից օգոստոսը ներառյալ պարբերաբար ստացել է 10.000-25.000-ական ՀՀ դրամ կաշառք /ընդհանուր` 135.000 ՀՀ դրամ/:

Բացի այդ, Երևանի քաղաքապետի թույլտվության սահմանափակման ենթակա ծառայության ոլորտում ապօրինի գործունեություն իրականացնելը չարձանագրելու համար Է. Վ.-ն Ա. Ս.-ից որպես կաշառք յուրաքանչյուր ամիս պահանջել է 1.200 ԱՄՆ դոլար գումար: Արդեն ձեռք բերված պայմանավորվածության համաձայն՝ 2022 թվականի հունիսից հոկտեմբերն ընկած ժամանակահատվածում Ա. Ս.-ն Է. Վ.-ին առձեռն փոխանցել է խոշոր չափերի` ընդհանուր 2.356.514 ՀՀ դրամին համարժեք 5.800 ԱՄՆ դոլար կաշառք:

Վերը նշված հանցավոր արարքների համար Է. Վ.-ին մեղադրանք է ներկայացվել ՀՀ նախկին քրեական օրենսգրքի 311-րդ հոդվածի 2-րդ մասով, ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 3-րդ կետով /2 դրվագ/ և ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով: Նրա նկատմամբ որպես խափանման միջոց է կիրառվել կալանքը:

Լ. Մ.-ին մեղադրանք է ներկայացվել  ՀՀ նախկին քրեական օրենսգրքի 312-րդ հոդվածի 1-ին մասով, Ա. Ս.-ին` ՀՀ քրեական օրենսգրքի 436-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով, Վ. Հ.-ին և Ս. Հ.-ին` ՀՀ քրեական օրենսգրքի 436-րդ հոդվածի 2-րդ մասի 3-րդ կետով:

 Քրեական վարույթի նախաքննությունն ավարտվել է: Վարույթի նյութերը մեղադրական եզրակացությամբ հանձնվել են հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու միջնորդությամբ:
