Արցախի նախագահ Արայիկ Հարությունյանը նախօրեին դիմել է Ազգային ժողովի նախագահին՝ Արցախի Հանրապետության Սահմանադրության փոփոխության նախագիծը վերադարձնելու նպատակով՝ այն հանելով շրջանառությունից: Պաշտոնական վարկածով նման որոշման համար պատճառ են հանդիսացել սահմանադրական փոփոխության իրացման ընթացքում հնչած տարաբնույթ քաղաքական գնահատականները, ինչպես նաև նախագծի վերաբերյալ հանրության շրջանում առաջացած բացասական արձագանքները, «ինչը կարող էր ներքին պառակտման ու լարվածության հերթական պատճառ դառնալ»:

Իրականում, արցախյան մեր աղբյուրների փոխանցմամբ, խնդիրն ավելի խորքային պատճառներ ունի, և Հարությունյանի որոշումը, մեղմ ասած, այնքան էլ ինքնուրույն չէ: Բանն այն է, որ փոփոխություններով նախատեսվում էր նախագահական համակարգից անցում կատարել կառավարման կիսանախագահական համակարգի, իսկ դրանից հետո Արայիկ Հարությունյանը հեռանալու էր, և իշխանությունն անցնելու էր պետնախարար Ռուբեն Վարդանյանին: Սա, ըստ երևույթին, որոշակի շրջանակների ձեռնտու չէ:

Արցախում վստահ են, որ առկա է երկու հանգամանք. կա՛մ Նիկոլ Փաշինյանն է ստիպել Հարությունյանին՝ հետ կանչել Սահմանադրության փոփոխության նախագիծը, որպեսզի իշխանությունը չանցնի Վարդանյանին, կա՛մ սա արվել է Ալիևի փաստացի ճնշման ներքո, որպեսզի Արցախից բանակցողը Ռուբեն Վարդանյանը չլինի: Հիշեցնենք, որ օրերս Ադրբեջանի նախագահն ասել էր, թե իրենք պատրաստ են խոսել «Ղարաբաղում ապրող հայերի» հետ, բայց ոչ «Մոսկվայի կողմից ուղարկված» Ռուբեն Վարդանյանի:
