ԱԱԾ տնօրենին իրավունք կվերապահվի ծառայությունից արձակել դիտավորյալ հանցագործության հատկանիշներ պարունակող արարք կատարած այն ծառայողին, որի նկատմամբ քրեական հետապնդում չի իրականացվել կամ այն դադարեցվել է՝ ոչ ռեաբիլիտացնող, ոչ արդարացնող հիմքերով։ Այս մասին Ազգային ժողովում «Ազգային անվտանգության մարմիններում ծառայության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին նախագծի քննարկման ժամանակ ասաց ԱԱԾ տնօրենի տեղակալ Անդրանիկ Սիմոնյանը։

Նշվում է, որ մյուս իրավապահ մարմիններում նման կարգավորումներ առկա են։ Նախագծով նախատեսվում է նաև ծառայողներին արտահերթ ատեստավորելու հնարավորություն՝ ԱԱԾ ստորաբաժանումների ղեկավարների զեկուցագրերի հիման վրա՝ ԱԱԾ տնօրենի որոշմամբ․ «Արդյունքում թափուր պաշտոնները առավել փորձառու և գրագետ ծառայողներով համալրելու, ինչպես նաև ծառայողի մասնագիտական ունակությունները գնահատելու և զբաղեցրած պաշտոնին համապատասխանությունը որոշելու համար հնարավոր կլինի ծառայողի ատեստավորումն իրականացնել արտահերթ»։

Սիմոնյանը նշեց նաև, որ Ազգային անվտանգության մարմիններում ծառայության սահմանային տարիքի շեմը ևս վերանայման կարիք ունի։ Առաջարկվում է բարձրացնել Ազգային անվտանգության ծառայության ենթասպայական և սպայական կազմերի զինծառայողների սահմանային տարիքի շեմը՝ 2 տարով:

Բացի այդ՝ ազգային անվտան­գության մարմիններում ծառայության ժամկետը մինչև 10 տարով երկարաձգելու հնարավորությունը կնախատեսվի նաև ազգային անվտանգության մարմիններում բժշկական բնույթի մասնագիտական պաշտոններ զբաղեցնող ծառայողների համար:

«Կադրերի տրամադրության տակ թողնելու հիմքերում առաջարկվում է լրացնել նաև ծառայողին, ծառայողական անհրաժեշտությամբ պայմանավորված, պաշտոնից ազատելու դեպքը: Միաժամանակ, կադրերի տրամադրության տակ ծառայողին թողնելու կարգը կսահմանվի ՀՀ ԱԱԾ տնօրենի հրամանով, որի համար օրենքով կնախատեսվի համապատասխան լիազորող նորմ: Նախագծերով առաջարկվում է կատարել նաև մի շարք խմբագրական փոփո­խու­թյուն­ներ՝ հաշվի առնելով ՀՀ գործող օրենսդրությամբ ներկայումս կիրառվող իրավական ձևակերպումները և կարգավորումները»,-նշեց ԱԱԾ տնօրենի տեղակալը։
