Մանկատան պաշտոնատար անձինք չարաշահել են պաշտոնեական դիրքը. պատճառվել է շուրջ 130 մլն դրամի վնաս

«Մարի Իզմիրլյանի անվան մանկատուն» ՊՈԱԿ-ի պաշտոնատար անձինք 2017-2022 թվականների ընթացքում չարաշահել են պաշտոնեական դիրքը՝ Աշխատանքի և սոցիալական հարցերի նախարարություն ներկայացնելով Կառավարության որոշմամբ հաստատված հաստիքային միավորների չափորոշիչներից ավելի հաստիքացուցակներ:
Նախարարության պաշտոնատար անձինք ևս, չարաշահելով պաշտոնեական դիրքը, խախտելով Կառավարության որոշումը, համաձայնություն են տվել ներկայացված հաստիքացուցակներին: Մասնավորապես՝ հաստատվել է ընդհանուր 60.3 հաստիքային միավոր և 123 մլն 312 հազար 800 դրամ ավելի աշխատավարձի ֆոնդ:
Բացի այդ, Կազմակերպությունը Ա/Ձ–ի հետ կնքել է ախտահանման ծառայություններ կատարելու պայմանագիր՝ վճարելով 6 մլն դրամ, այն դեպքում, երբ ախտահանման աշխատանքների պարբերականությունը հիմնականում չի համապատասխանել պայմանագրի ժամանակացույցին, Մանկատունն ունեցել է ախտահանողի հաստիք, համապատասխան նյութեր, իսկ «Արաբկիր» ԲԿ-ից ստացել է ախտահանման սարք:
Պարզվել է նաև, որ Մանկատանը հաշվառված ավտոմեքենայի վարորդը վեց ամիս եղել է հարկադիր պարապուրդում, սակայն նրա անվամբ պաշտոնական փաստաթղթերում կեղծ տեղեկություններ են ներառվել, և յուրացվել է 411.700 դրամ արժողության 1420 լիտր բենզին:
Գլխավոր դատախազության Պետական շահերի պաշտպանության վարչությունում Հաշվեքննիչ պալատից, Աշխատանքի և սոցիալական հարցերի նախարարությունից և «Մարի Իզմիրլյանի անվան մանկատուն» ՊՈԱԿ–ից ստացված փաստաթղթերի հիման վրա կատարված ուսումնասիրությամբ արձանագրված փաստերը վկայում են պաշտոնատար անձանց կողմից պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելու կամ ծառայողական պարտականությունները չկատարելու, ծանր հետևանքներ առաջացնելու, պաշտոնական փաստաթղթերում ակնհայտ կեղծ տեղեկություններ մտցնելու դեպքերի մասին: Հաշվի առնելով նշված հանգամանքը՝ Գլխավոր դատախազությունը 2022 թվականի նոյեմբերի 21-ին հանցանքի մասին հաղորդում է ներկայացրել Հակակոռուպցիոն կոմիտե՝ քրեական վարույթ նախաձեռնելու նպատակով:
Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ Քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
