«Փաստ» օրաթերթը գրում է

irktorgnews.ru-ն «ՀԱՊԿ-ը չվերածվեց ՆԱՏՕ-ի «հետխորհրդային այլընտրանքի»» վերնագրով հոդվածում գրում է, որ ՀԱՊԿ երևանյան գագաթաժողովի արդյունքները ոչ մի կերպ չի կարելի դրական անվանել, իսկ ինքը՝ կազմակերպությունը, Ռուսաստանի և Արևմուտքի աշխարհաքաղաքական առճակատման համատեքստում իրեն որպես ՆԱՏՕ-ի այլընտրանք դրսևորում է միայն անվանապես, բայց ոչ ֆունկցիոնալ։ Հատուկ գործողության պայմաններում Ռուսաստանի ղեկավարությունը կտրուկ թուլացրել է «հետխորհրդային տարածքի ինտեգրացիոն ներուժը», քանի որ ավելի քիչ ռեսուրսներ են մնացել իր «վասալ գործընկերների» վրա ճնշում գործադրելու համար։ Իսկ առանց ճնշման ինտեգրում չկա։

Սամարղանդում ՇՀԿ գագաթաժողովում (2022 թվականի սեպտեմբեր) Տաջիկստանի ղեկավար Էմոմալի Ռահմոնը հրապարակավ խնդրեց Վլադիմիր Պուտինին՝ չվերաբերվել Կենտրոնական Ասիայի հանրապետություններին որպես իր վասալների (բառացիորեն՝ «այնպես, ինչպես ԽՍՀՄ-ում էր»): Իսկ Երևանում կայացած գագաթաժողովում Բելառուսի ղեկավար Ալեքսանդր Լուկաշենկոն ասել է, որ ՀԱՊԿ-ի ապագան կախված է Ուկրաինայում Հատուկ գործողության արդյունքից։ Հարցի հենց առաջադրումն ու ակնարկները, որ ՀԱՊԿ-ը կարող է դադարել գոյություն ունենալ, դժվար թե կարելի է կազմակերպության համար լավ PR անվանել։ Լուկաշենկոն փորձառու բյուզանդացի է, ակնարկների ու երկիմաստությունների վարպետ, որի հայտարարությունը լավագույնս բնութագրում է այն, ինչ տեղի է ունեցել երևանյան գագաթաժողովում։ Նիկոլ Փաշինյանը հրաժարվեց ստորագրել երևանյան գագաթաժողովի ամփոփիչ հռչակագիրը, բայց ամենամեծ հիմարությունը կլինի Հայաստանին քննադատելն ու համարյա դավաճան անվանելը։

Չնայած, իհարկե, Փաշինյանի կողմից նման դեմարշը «տիրակալի» համար տհաճ էր։ Հասկանալի է, որ ՀԱՊԿ անդամ երկրներից ոչ մեկը, բացի Ռուսաստանից, չի պատրաստվում օգնել Հայաստանին, իսկ Մոսկվան ակնհայտորեն տրամադրված չէ ԼՂ–ի շուրջ ստեղծված իրավիճակի կարգավորմանը։ Ինչպես և կանխատեսվում էր, Ռուսաստանն այդ հարցը ոչ մի կերպ «չհանձնեց» Ադրբեջանին (Թուրքիային), բայց նաև բավարար ռեսուրսներ չկան հակամարտությունը սառեցնելու համար։ Ավելին, Ադրբեջանը (Թուրքիան) ճնշում է, և դա անընդհատ զգացվում է Երևանում։ Փաստորեն, հետխորհրդային տարածքը, որպես աշխարհաքաղաքական իրողություն, գոյություն ունի միայն Մոսկվայի բարձրագույն իշխանությունների մտածողության մեջ, իսկ նախկին խորհրդային մյուս հանրապետություններում վաղուց մտածում են այլ կատեգորիաների և ապագայի պատկերների մասին:

ՀԱՊԿ-ը կարևոր էր կայսերական հավակնություններին աջակցելու համար, բայց հիմա ակնհայտորեն դրա ժամանակը չէ: Սակայն այստեղ պետք է հաշվի առնել նաև հոգեբանական պահը, այն է՝ երեկվա վասալների ըմբոստությունը. լինի դա Սամարղանդում Ռահմոնի, թե Երևանում Փաշինյանի պահվածքը, որոնք ձևավորում են հուզական ռեակցիաներ և դժգոհություն (զայրույթ + վրդովմունք + բացասականություն), ինչը կարող է ազդել հետագա շատ լուրջ այն որոշումների վրա, որոնք պետք է ընդունվեն շատ շուտով:
