Տիգրան Ավինյանի պաշտոնավարումը քաղաքապետի տեղակալի պաշտոնում ապօրինի է. նա միաժամանակ զբաղեցնում է երկու պաշտոն

Տիգրան Ավինյանի պաշտոնավարումը Երևանի քաղաքապետի պաշտոնում ապօրինի է: Նա այն համատեղում է մեկ այլ պաշտոնի հետ, ինչն օրենքը թույլ չի տալիս
Երևանի փոխքաղաքապետի պաշտոնում սեպտեմբերի 23-ին նշանակվելուց հետո Ավինյանը շարունակում է զբաղեցնել Հայաստանի պետական հետաքրքրությունների ֆոնդի (ԱՆԻՖ-խմբ) , տնօրենների խորհրդի նախագահի պաշտոնը՝ այդպիսով միևնույն ժամանակ պաշտոնավարելով երկու անհամատեղելի պաշտոններում։
«Փաստինֆո»-ի հաղորդմամբ՝ Երևան քաղաքում տեղական ինքնակառավարման մասին ՀՀ օրենքի 48-րդ հոդվածի 8-րդ կետի համաձայն՝ քաղաքապետի տեղակալները չեն կարող զբաղվել ձեռնարկատիրական գործունեությամբ, զբաղեցնել այլ պաշտոն պետական կամ տեղական ինքնակառավարման մարմիններում կամ առևտրային կազմակերպություններում, կատարել այլ վճարովի աշխատանք, բացի գիտական, մանկավարժական և ստեղծագործական աշխատանքից: Ինչպես հայտնի է՝ «Հայաստանի պետական հետաքրքրությունների ֆոնդ» ՓԲԸ-ն ՀՀ կառավարության ներքո գործող ընկերություն է, որի գործունեությունը միտված է խոշորագույն ներդրողների և գործընկերների հետ համատեղ լայնածավալ նախագծերի իրականացմանը։ Ֆոնդը ստեղծվել է 2019թ՝ կառավարության որոշմամբ, իսկ Տիգրան Ավինյանը հանդիսանում է նշված ՓԲԸ-ի տնօրենների խորհրդի նախագահ, ինչի մասին փաստում է «Հայաստանի պետական հետաքրքրությունների ֆոնդ»-ի պաշտոնական կայքէջը։ Ավելին՝ նա օժտված է ղեկավարման գործառույթներով, ինչի մասին եւս փաստում է «Հայաստանի պետական հետաքրքրությունների ֆոնդ»-ի կայքէջը, որի հրապարակած տեղեկատվության համաձայն՝ հենց տնօրենների խորհուրդն է ղեկավարում ԱՆԻՖ-ը։
Նկատենք, որ այս պարագայում ոչ միայն խոսքը գնում է փոխքաղաքապետի պաշտոնում ապօրինի պաշտոնավարման մասին, այլ նաեւ կոռուպցիոն ռիսկերի, քանի որ այս երկու պաշտոններն ունեն շահերի բախում։ Բացի այդ՝ Երեւան համայնքի կառավարմանը վերաբերող ամբողջ ինֆորմացիան, այդ թվում ծառայողական գաղտնիք պարունակող, հասանելի է դառնում այլ կառույցի։ Նույնը կարելի է ասել ԱՆԻՖ-ի մասին, որի ծրագրերը, ներքին ինֆորմացիան կարող են հասանելի դառնալ այլ անձանց ու հիմա հարց է առաջանում՝ Տիգրան Ավինյանը Երեւանի քաղաքապետի տեղակալի պաշտոնում որպես ինչ է որոշումներ կայացնում՝ առաջ է տանում իր ղեկավարած մեկ այլ հիմնարկի շահերը, առաջնահերթությունները, թե այդ երկուսը միասին օգտագործում է իր քարոզարշավի համար։
