Մարդու իրավունքների պաշտպանի ուղերձը ցեղասպանությունների կանխարգելման օրվա առթիվ։

Դեկտեմբերի 9-ը Միացյալ ազգերի կազմակերպության Գլխավոր վեհաժողովի կողմից հռչակվել է որպես Ցեղասպանության հանցագործության զոհերի հիշատակի ու արժանապատվության և ցեղասպանության հանցագործության կանխարգելման միջազգային օր։

Էթնիկ, կրոնական ու անձանց խմբի այլ հատկանիշով պայմանավորված ատելության այս հանցանքի վտանգավորությունը միջազգային իրավունքում ամրագրվել է շուրջ 75 տարի առաջ՝ Ցեղասպանության հանցագործության կանխարգելման ու պատժի մասին ՄԱԿ կոնվենցիայի ընդունմամբ։

Սակայն տասնամյակների ընթացքում միջազգային ու ազգային մակարդակներում ձևավորված նորմատիվային իրավունքը ցավալիորեն չի ապահովում բավական արդյունավետ պրակտիկա մարդկության դեմ ուղղված նման ծանր հացագործությունների դեմ պայքարում։

Այսօր էլ աշխարհի տարբեր անկյուններում հնչում են ցեղասպանության վտանգների ահազանգերը։

Հարյուրամյակ անց վառ է Հայոց Մեծ Եղեռնի զոհերի ու վերապրածների ցավը։ Չեն մարել սպանված ու խեղված տղամարդկանց, կանանց ու ծերերի, որբացած երեխաների, իրենց հայրենի տնից բռնի տեղահանված, անմարդկային կտտանքների և տանջանքների ենթարկված հայերի դառը հիշողությունները։

Ժամանակակից հակամարտություններն իրենց հերթին նպաստող միջավայր ու պայմաններ են ստեղծում նոր ցեղասպանությունների համար, որի մասին հնչում են հստակ ազդակներ։ 2020թ-ի 44-օրյա պատերազմը, դրան նախորդող ու հաջորդող գործողությունները Արցախի խաղաղ բնակչության նկատմամբ կամ այս տարվա սեպտեմբերին Ադրբեջանի կողմից իրականացրած ագրեսիան Հայաստանի նկատմամբ, որն ուղեկցվեց խաղաղ բնակչության ահաբեկման, էթնիկ ու կրոնական ատելության հիմքով կանխամտածված թիրախավորման գործողություններով, ցեղասպանական մտադրությունների հետևողական նշաններ են։

Այդ նշաններն ավելի պարզ են դառնում ադրբեջանական հանրային խոսույթի ու տրամադրությունների ուսումնասիրության փաստերով։

Առավել մտահոգիչ է այն, որ էթնիկ ու կրոնական հիմքով, ինչպես նաև սեռով պայմանավորված ատելության քարոզն ու դրանով մոտիվացված անհատների հանցավոր գործողություններն ադրբեջանական պետության կողմից պետական մակարդակով այժմ էլ խրախուսվում են: Վտանգավոր է այն, որ հայատյացության այս քաղաքականությունը նյութականացված է Ադրբեջանի կրթական համակարգի բովանդակության բոլոր մակարդակներում:

Ցեղասպանության հանցագործությունները, անկախ իրականացնողի կամ զոհի ազգությունից, կրոնից, ռասայից, մաշկի գույնից և անձնական այլ հատկանիշներից, պետք է հետապնդվեն, պատժվեն ու հրապարակային դատապարտվեն։ Այս ուղղությամբ դերակատարում ու անելիք ունեն նախ և առաջ պետություններն ու միջազգային կազմակերպությունները, բայց նաև անհատները։
