«Փաստ» օրաթերթը գրում է
ԱԺ-ում հրատապ կարգով քննարկվող, բազում քննադատությունների արժանացած՝ կառավարության նախաձեռնությունը ռիսկային ու անթույլատրելի է համարում նաև Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը: Խոսքը համընդհանուր հայտարարագիր ներդնելու նախագծի մասին է: Աուդիտորների պալատի նախագահի խոսքով, չէր կարելի նման նախաձեռնությամբ հանդես գալ, կան ռիսկեր, որոնց անպայման բախվելու ենք: Նա համակարգի ներդրման առնվազն երկու պատճառ է տեսնում: «Առաջին հավանական պատճառը, որին շատ հակված եմ, հետևյալն է. արտասահմանից դրամաշնորհ են ստացել, այդ դրամաշնորհը «կերել են», իսկ հիմա համակարգն ընդունելու պարտավորություն են ստանձնել:
Սովորաբար գերտերությունները փոքր, մանավանդ անուղեղ կառավարություն ունեցող երկրների վրա փորձարկումներ են անում՝ որոշելու՝ այդ երկրներում ներդնե՞լ համակարգը, թե՞ ոչ: Ու քանի որ այս կառավարությունը անհամեմատելի անուղեղ է, համատարած լոբբինգի արդյունքում պետք է ընդունեն նախագիծը, որովհետև պարտավորություն են ստանձնել: Երկրորդ պատճառը, ըստ իս, մարդկանց ամբողջությամբ վերահսկելի դարձնելն է ու, բնականաբար, հարկելը»,- «Փաստի» հետ զրույցում ընդգծել է Ն. Սարգսյանը: Նա կարծում է, որ թեպետ առաջիկա փուլում միայն եկամուտների և ունեցվածքի հայտարարագրում է նախատեսվում, բայց քննարկումները ցույց են տվել, որ ուզում են հայտարարագրել նաև ծախսերը, ցանկանում են հարկային բեռը դնել ֆիզիկական անձանց վրա:
«Ու եթե անձն ըմբոստ է, հանրային հետաքրքրություն է ներկայացնում, ընդդիմադիր գործիչ է կամ պարզապես յուրային չէ, այս իշխանության պարագայում այս համակարգը նրա նկատմամբ ռեպրեսիայի գործիք կարող է դառնալ: Մարդը կարող է չհարկվող եկամուտներ ունենալ. օրինակ՝ նվիրատվություն կամ գյուղատնտեսության գործունեությունից ստացած եկամուտ: Վաղը-մյուս օրը պետական մարմիններն ասելու են՝ հիմնավորիր, որ չհարկվող եկամուտ է, հակառակ դեպքում պետք է 25,5 տոկոս հարկ վճարես: Արդյունքում գումարները հավաքագրելու են, մարդկանց աղքատացնելու են, իսկ համակարգը դարձնելու են մահակ, որ իրենց «երաժշտության» տակ մարդիկ պարեն»,-կարծում է նա: Սարգսյանը այլ ռիսկերի մասին ևս մատնանշել է՝ ընդգծելով, որ մարդիկ ստիպված են լինելու հայտարարագիր լրացնելու համար վճարել հաշվապահական կազմակերպություններին, բացի այդ, ոչ բոլորն են հիշելու հայտարարագիր ներկայացնելու ժամկետները, ինչի պատճառով 50 հազար դրամով տուգանվելու են:
