Արցախի Հանրապետության ԱԺ նախագահ Արթուր Թովմասյանը Մարդու իրավունքների պաշտպանության միջազգային օրվա, ԼՂՀ անկախության հանրաքվեի և ԼՂՀ Սահմանադրության օրվա առթիվ ուղերձ է հղել։
«Ամբողջ աշխարհում դեկտեմբերի 10-ը նշանավորվում է որպես Մարդու իրավունքների պաշտպանության միջազգային օր:
Արցախում 3 տասնյակից ավելի է՝ դեկտեմբերի 10-ը նշվում է նաև որպես պետական անկախության հանրաքվեի և ԼՂՀ Սահմանադրության oր:
1991 թվականի այս օրը Արցախի բնակչությունը ԼՂՀ անկախության հանրաքվեով արտահայտել է անկախ պետություն ունենալու իր կամքն ու նվիրվածությունը, իսկ 2006 թվականի նույն օրը ժողովրդավարական և օրինական երկիր ստեղծելու պատրաստակամությամբ ընդունել է ԼՂՀ Սահմանադրությունը:
Մարդու իրավունքների պաշտպանության միջազգային օրը պատահական չէր ընտրված. Արցախյան շարժումը, Լեռնային Ղարաբաղի Հանրապետության ծնունդն ու գոյությունը մարդու իրավունքների, հիմնարար սկզբունքների, ժողովուրդների հավասարության և նրանց ինքնորոշման իրավունքի անքակտելի մասն են:
Արցախահայությունը, հավատարիմ երկու հանրաքվեներով արտահայտած իր ցանկությանն ու անփոփոխ դիրքորոշմանը, այսօր էլ նույն վճռականությամբ ու նվիրվածությամբ պատրաստ է տեր կանգնելու և ամրապնդելու անկախ պետականության ձեռք բերած արժեքները, ապրելու, շենացնելու և զարգացնելու բազմաթիվ կորուստների ու զրկանքների գնով պահպանած պապենական հողը, պայքարելու իր իրավունքի ինքնորոշման արդարացի լուծման համար:
Արցախի լիակատար ազատության, մեր ժողովրդի ոտնահարված իրավունքների վերականգնման պայքարը ավարտված չէ․ այն դեռ շարունակվում է։
Մեր ընտրած ուղուց այլևս շրջադարձ չկա, այն արդար է և սրբագործված մեր հերոս նահատակների արյամբ:
Խաղաղություն մեր հայրենիքին, ամուր կամք, համբերություն և բարեկեցություն հերոսական մեր ժողովրդին», - ասվում է ուղերձում:
