«Փաստ» օրաթերթը գրում է
Աշխատանքի և սոցիալական հարցերի նախարարությունը քննարկման է ներկայացրել «Զբաղվածության խթանման միջոցառումը հաստատելու մասին» նախագիծը, որով առաջարկվում է գործազուրկներին աշխատանքի ընդունման դեպքում գործատուներին տալ աջակցություն՝ աշխատանքի ընդունած անձի աշխատավարձից հաշվարկված և վճարված եկամտային հարկի մասնակի վերադարձի տեսքով: Վճարված հարկի մասնակի վերադարձի չափը և աջակցության տևողությունը տարբերակվում է աշխատանքի ընդունվող անձի տարիքով, սեռով, սոցիալական կարգավիճակով և հաշմանդամություն ունենալու հանգամանքով պայմանավորված։
Հաշմանդամության 1-ին կամ 2-րդ խումբ ունեցող կամ ֆունկցիոնալության խորը կամ ծանր աստիճանի սահմանափակում ունեցող 18-63 տարեկան անձին աշխատանքի ընդունելու դեպքում գործատուին տրամադրվում է միանվագ աջակցություն՝ «Հաշմանդամություն ունեցող անձանց իրավունքների մասին» օրենքի 20-րդ հոդվածով նախատեսված խելամիտ հարմարեցման համար կատարված ծախսերի փոխհատուցման համար, իսկ անձին` ամսական կտրվածքով լրացուցիչ աջակցություն տրանսպորտային ծառայություններից օգտվելու համար։ Աջակցությունն առաջարկվում է տալ այն գործատուներին, որոնք չեն հանդիսանում հանրային ծառայություն իրականացնող պետական կառավարման համակարգի մարմին կամ ոչ առևտրային կազմակերպություն, վերջին երեք ամսվա ընթացքում անընդհատ ունեցել են առնվազն 10 վարձու աշխատող և ծրագրի շրջանակներում աշխատանքային պայմանագիր են կնքում այն գործազուրկի հետ, որը մինչև այս միջոցառման շրջանակներում աշխատանքի ընդունվելը «Եկամտային հարկի, շահութահարկի և սոցիալական վճարի անձնավորված հաշվառման համակարգում» առկա տեղեկատվության հիման վրա վերջին երեք ամսվա ընթացքում չի հանդիսացել հարկ վճարող աշխատող և վերջին վեց ամսվա ընթացքում չի եղել աշխատանքային հարաբերությունների մեջ տվյալ գործատուի հետ։
Աշխատանքային պայմանագրերը պետք է կնքվեն լրիվ աշխատաժամանակի ռեժիմով։ Հաշմանդամություն ունեցող անձանց պարագայում բժշկասոցիալական փորձաքննության եզրակացությամբ կարող է սահմանվել ոչ լրիվ աշխատաժամանակի ռեժիմ, նախագծով առաջարկվում է բացառություն նախատեսել հաշմանդամություն ունեցող անձանց համար։
