Արցախում վիճակը շարունակում է մնալ ծայրահեղ ծանր։ Թշնամին շարունակում է փակ փահել Արցախն արտաքին աշխարհի հետ կապող միակ ճանապարհը, ռուսական խաղաղապահները մինչ այժմ չեն կարողացել կամ բավարար ջանքեր չեն գործադրել այն վերաբացելու համար, թշնամին նաև անջատել է Արցախ մտնող բնական գազը։ Եթե իրավիճակը հրատապ չկարգավորվի, Արցախի մեր 120,000 հայրենակիցներին աննախադեպ հումանիտար աղետ է սպառնում, վիճակը օր օրի ավելի օրհասական է դառնում:
 
Այս ծանր պայմաններում մենք պարտավոր են մեզ հասու բոլոր միջոցներով սատար կանգնել մեր հայրենակիցներին։ Մասնավորապես, կարևոր է, որ ՌԴ խաղաղապահ անձնակազմը, անվերապահորեն կատարելով նոյեմբերի 9-ի համաձայնությամբ իրեն վերապահված լիազորությունները, ազատի Արցախի հիմնական ճանապարհը բոլոր հնարավոր խոչընդոտներից, վերացնի Արցախի ապօրինի պաշարումը և կանխի վերահաս հումանիտար աղետը։
 
Այս նպատակով վաղը, դեկտեմբերի 16-ին` ժամը 15:00, «Համախմբում» շարժման նախաձեռնող խումբը հանրային ակցիա կկազմակերպի Երևանում ՌԴ դեսպանության առջև (հասցե՝ Գրիգոր Լուսավորչի փ 13ա), որտեղ մենք ՌԴ դեսպանության աշխատակազմին կհանձնենք մեր պահանջները՝ անվերապահ կատարելու իր կողմից ստանձնված միջազգային պարտավորությունները, ապահովելու անխոչընդոտ երթևեկությունը Արցախի և արտաքին աշխարհի միջև, և դրանով վերջ դնելու Արցախի ապօրինի պաշարմանը։
