«Փաստ» օրաթերթը գրում է
Աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել նախագծեր, որոնցով առաջարկվում է կատարել համապատասխան փոփոխություն և լրացում՝ երեխաների խնամքի շուրջօրյա հաստատությունների գործունեության արդյունավետության, երեխաների կրթական իրավունքների լիարժեք իրացման և համապատասխան փոփոխությունները հաստատությունների կանոնադրություններում հետագայում ամրագրելու նպատակով:
Մասնավորաբար, «Գավառի մանկատուն», «Խարբերդի մասնագիտացված մանկատուն», «Երևանի «Մանկան տուն» և «Մարի Իզմիրլ յանի անվան մանկատուն» ՊՈԱԿ-ների ստեղծման որոշումներում փոփոխությունների և լրացումների անհրաժեշտությունը պայմանավորված է խնամվողների տարիքային շեմի հետ կապված փոփոխությունների ամրագրման, թեթև և չափավոր ֆունկցիոնալ խանգարումներ ունեցող երեխաների պարագայում հաշմանդամության կարգավիճակ ունենալու փաստի արձանագրման, հաստատությունների ձեռնարկատիրական գործունեության բնույթի արդիականացման կարևորությամբ:
Նշվում է, որ թեև այլընտրանքային խնամքի բարեփոխումների հիմնական նպատակն է երեխաների խնամքի և պաշտպանություն իրականացնող շուրջօրյա հաստատություններում տեղավորված երեխաների թիվը նվազագույնի հասցնելը` ընտանիքներին տրամադրելով համապատասխան օգնություն ու աջակցություն և զարգացնելով ընտանիքահեն այլընտրանքային խնամքի տեսակները, այնուամենայնիվ, կան որոշակի իրավիճակներ, երբ չկա այլ իրագործելի տարբերակ, քան երեխային բնակչության սոցիալական պաշտպանության հաստատություն տեղավորելը: Նախագծերում ամրագրված խնամվողների տարիքային շեմը սահմանափակում է երեխաների կրթական իրավունքի լիարժեք իրացումը և այն պարագայում, երբ երեխան կրթության մեջ ուշ է ընդգրկվել կամ ուստարին ավարտվում է ավելի ուշ, քան երեխայի 18 տարին լրանալը, ակամա ստեղծվում է իրավիճակ, երբ մանկատան շահառուն ստիպված է լինում լքել հաստատությունը, ինչն խոչընդոտում է հանրակրթությունն ավարտելուն։
Բացի դա, որոշումներում ձեռնարկատիրական գործունեության ամրագրված տեսակներն արդիական չեն, որոշ դեպքերում ընդհանրապես կիրառելի չեն և տեխնոլոգիական զարգացումների ներկա դարաշրջանում չեն նպաստում երեխաների՝ ստեղծագործական մտքի ձևավորմանը, հմտությունների զարգացմանը։ Նախագծերով նախատեսվում են հետևյալ կարգավորումները` փոփոխել խնամվողների տարիքային շեմը, հնարավորություն ստեղծելով վերջիններիս լիարժեք իրացնել կրթություն ստանալու իրենց իրավունքը, սահմանել ձեռնարկատիրական գործունեությամբ զբաղվելու արդիական, կիրառելի մոդելներ։
